As used in this article, the following terms
shall have the meanings indicated:
All products made of aluminum, including aluminum cans, foil,
wrappers, containers for prepared dinners or other foods, screen frames
and lawn chairs.
Components resulting from the construction and/or demolition
of a building or structure, both residential and commercial, including
brick, cement, asphalt roofing, scrap metals, window glass, wood tree
stumps, logs, branches and other like materials.

Unwaxed heavy cardboard (kraft paper) layers with ribbed
sections in between layers, i.e., boxes, cartons or rigid packing
materials.

All metal scrap which contains steel or cast iron such as
steel bridge railing, recycled or reconditioned steel drums, etc.

Spoiled fruits/vegetables, stale baked goods, meat trimmings
and plate scrapings.
All containers made from silica or sand, soda ash and limestone,
the product being transparent or translucent and being used for packaging
or bottling of various matter and all other material commonly known
as "glass"; excluding, however, blue glass, plate glass and glass
commonly known as "window glass."
Grass derived from the mowing of lawns or other grassy areas.

White typing and ledger paper, white notepad paper, copier
paper, carbonless computer printout paper, manila tab cards and file
folders.

All batteries utilized in household appliances, toys, electronic
devices and the like.

Leaves and other yard debris, excluding grass and brush,
from residential or commercial sources.

Includes all magazines or periodicals printed on glossy stock
or paper of heavier quality than that commonly recognized as newsprint.
All products made of metal, exclusive of aluminum, including
washers, dryers, refrigerators, stoves, hot-water heaters, tire rims,
springs, bicycles, metal cans (tin cans) or scrap metal.
Paper of the type commonly referred to as "newsprint" and
distributed at stated intervals, usually daily or weekly, having printed
thereon news and opinions and containing advertisements and other
matters of public interest. Magazines and periodicals as well as other
paper products in any nature are not considered "newspaper."
All other paper not previously defined as newspaper or magazines.
All garbage and rubbish normally collected from the residents
of Saddle River by regular municipal collectors.
Rigid containers made exclusively or primarily of steel used
to store food, beverages, paint and a variety of other household and
consumer products.

All appliances such as washers, dryers, refrigerators, etc.

There is hereby established a program for recyclable
items within the Borough of Saddle River, including newspapers, magazines,
catalogs, glass, plastic containers, high-grade office paper, aluminum
cans, ferrous scrap, white goods, tin cans, corrugated cardboard,
construction and demolition debris, grass and leaves.

A.
It shall be mandatory for all persons whose solid
waste is collected within the Borough of Saddle River to recycle newspapers,
magazines, catalogs, high-grade office paper, all other paper, aluminum
cans, ferrous scrap, white goods, tin cans, corrugated cardboard,
household-generated batteries and glass from all of the food wastes
and other solid wastes that are collected.
B.
It shall also be the responsibility of all persons
to separate all leaves, grass clippings and construction and demolition
debris from all other food wastes and all other solid wastes so collected
and thereafter recycle of the same through their own means, since
leaves, grass clippings and construction and demolition debris and
household generated batteries will not be collected by the Borough
of Saddle River or its agents, servants or employees.

A.
It shall be both mandatory and a condition precedent to the issuance of any permanent certificate of occupancy for the owner of such property to recycle all construction and/or demolition debris and to provide written proof of same in accordance with the provisions set forth in Subsection B herein to the Construction Code Office of the Borough.
B.
Written documentation of tonnage of material recycled
under this article shall be made by accurate weight slips and/or in
such form as required by the Construction Code Official and Recycling
Coordinator as will satisfy state requirements for Borough eligibility
for state tonnage grants.

The provisions of this article may be enforced
by the Recycling Coordinator or the Construction Code Official.

A.
Commingled recyclables include: glass (clear, brown,
green), cans (aluminum/tin) and plastic containers (all containers
with recycling symbol on bottom). No mirrors, light bulbs, ceramics,
china, Corning ware, drinking glasses, window glass, blue glass, crystal
or clay flower pots. No oil cans, paint cans, aerosol cans or other
nonfood, nonbeverage cans, aluminum pie plates, tins, foil pots, pans
or any metal scraps. No styrofoam containers, plastic cups or plastic
plates. All items must be rinsed, with caps discarded. Labels may
be left on. Place them into a ridged container for collection.
B.
Newspaper: Newsprint which shall be stacked and tied
with string or twine in bundles not exceeding 12 inches high.
C.
Junk mail and magazines include: glossy inserts, catalogs,
phone books, newspaper inserts and all other paper. No chipboard,
books, paper, plastic bags or newspaper. All junk mail and magazines
shall be placed in a rigid container or tied with string or twine
in bundles not exceeding 12 inches high.
D.
Corrugated cardboard includes: boxes, cartons, rigid
packing material. No chipboard, gift boxes, cereal boxes, food boxes
or shoe boxes. All corrugated cardboard shall be flattened and cross-tied
in bundles not exceeding 12 inches high.

A.
All recyclable items, as defined in § 187-6 will be collected in accordance with the Borough of Saddle River and approved by the Borough Administrator. Recyclables shall be collected in the usual location where solid waste is removed as has been previously promulgated by the Mayor and Council. Any changes in recycling schedules will be advertised by the recycling contractor prior to said changes.
B.
At the expense of the persons so charged under this
article, any and all recyclable items may be disposed of by any other
lawful means; provided, however, that in no event shall the same be
disposed of as part of solid waste.
The Municipal Recycling Coordinator shall be
appointed pursuant to state statute by the Mayor, with the advice
and consent of the Council. It shall be said person's responsibility,
in conjunction with the Environmental Commission of the Borough of
Saddle River, to promulgate such reasonable regulations as from time
to time may be necessary to maintain the efficiency and continued
operation of the recycling program of the Borough of Saddle River.
It shall be the responsibility of the Coordinator and Environmental
Commission to report to the Mayor and Council any and all necessary
changes with respect to this program and recommend the implementation
of ordinances to allow the Borough of Saddle River to conform to the
continued mandates of the state program.

A.
Violation of the provisions of this article shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty. The complaint for said violation may be signed by the scavenger hired by the Borough of Saddle River for the collection of all solid waste, by any law enforcement official of the Borough of Saddle River after having been notified by the scavenger or by any private citizen of the Borough.
B.
Any person, firm or corporation who violates or neglects to comply with any provision of §§ 187-6.1 and 187-6.2 of this article or any rules or regulations promulgated pursuant thereto shall be punishable by a minimum fine of $200 and a maximum fine not to exceed $1,000. Each and every day that a violation continues shall be considered a separate offense.
