No person shall directly or indirectly make, assemble, possess, sell,
lend or give away, or use or employ within public range, any instrument, equipment,
contrivance, appliance, implement, apparatus, mechanism or any other device,
which may be used as a form of amusement, entertainment, recreation, diversion,
pastime, sport, contest, exhibition or game and which at the same time is
or may be a source, medium or instrumentality by which or through which the
public or any part thereof may be harmed or injured, except only when a permit
therefor shall have been issued by the Borough Secretary in accordance with
the provisions herein contained.

The Borough Secretary is hereby empowered and authorized to issue permits to any responsible person, group of persons, association or organization for the manufacture, assembly, sale, possession, use or employment of any article enumerated in §
282-1 hereof, for the purpose of providing or furnishing amusement, entertainment, recreation, diversion, pastime, sport, contest, exhibition, or game, when supervised, regulated and provided with such safeguards as may be required therefor; provided that where any group of persons, association or organization is granted a permit, a specific person or persons shall be designated in charge and responsible therefor.

The Borough Secretary is further empowered and authorized to provide
rules and regulations and require such protective safeguards as he may deem
feasible under the circumstances. He shall have power to revoke, eo instante,
any permit which in his discretion he shall consider detrimental to the safety
or general welfare of the public or any part thereof; and upon revocation
thereof, all rights thereunder shall cease and determine.

Any person violating the provisions of this chapter shall, upon conviction
before the District Justice, be sentenced to pay a fine of not more than $100
together with costs, and in default of the payment of such fine or costs shall
be subject to imprisonment in the Allegheny County Jail for a period not exceeding
30 days.
