The Mayor and Council shall designate up to four days in each calendar year as cleanup days.
A. 
Property owners and occupants may, during a period of 72 hours prior to 7:30 a.m. on a cleanup day, place at the curb for disposal discarded furniture, rubbish, junk, household effects and appliances. The Borough shall remove such items on cleanup day as long as said items are placed at the curb during the 72 hours prior to 7:30 a.m. on cleanup day or on cleanup day itself prior to the arrival of the Borough truck for pickup. Items of excluded refuse, other than those set forth in this subsection, shall not be removed (See § 466-1). The Director of Public Works shall have the right not to pick up items placed at the curb, which may be too dangerous to remove, too oversized or awkward to remove, or which cannot be picked up by usual Borough equipment without the danger of damage to Borough equipment and personnel.
B. 
Items placed at the curb at any time other than the times herein designated will not be removed by the Borough; nor will items placed at the curb after 7:30 a.m. and after the Borough truck has left the pickup site, having either picked up items at the site, or left the pickup site when no items were placed at the curb for pickup. Items not placed at the curb in time for pickup must be removed promptly from the curb, and either relocated in the rear or removed from the property completely.
A. 
Any person, firm or association of persons, convicted of a violation of this article shall, upon conviction thereof, reimburse the Borough of Stone Harbor for any costs associated with the removal of any items which either were not placed at the curb at the appropriate time or which were items ineligible for pickup, and which the Borough removed to maintain the appearance of the Borough.
B. 
In addition, such person, firm or association shall also be punishable as set forth in Chapter 1, Article III, Penalty, of the Borough of Stone Harbor Code, with a minimum fine of $100 for the first offense; and, for subsequent offenses, be punishable as set forth in Chapter 1, Article III, Penalty, of the Borough of Stone Harbor Code, with a minimum fine of $200.[1]
