For the purpose of this ordinance, the following terms shall have the meanings indicated:
OPERATOR
Includes every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner.
PERSON
Includes any individual, firm, copartnership or corporation.
STREET
Any public street, avenue, road, boulevard, highway or other public place located in the Borough of Paulsboro and established for the use of vehicles.
VEHICLE
Any device in, upon or by which any person or property shall or may be transported upon a highway, except a device which is operated upon rails or tracks.

A. 
Parking meter zones are hereby established as follows:
(1) 
Broad Street for its entire length.
(2) 
Delaware Street for its entire length.
(3) 
On all side streets intersecting Broad Street and Delaware Street.
B. 
As traffic conditions may require, the Borough Council may by resolution designate and establish other and additional parking meter zones.[1]
