Bethel Township will only consider the installation of speed
humps if the following standards are met.
Operational and geometric characteristics of the street.
A. Street must be functionally classified as a local residential street
with traffic volumes less than 1,500 vehicles per day.
B. Street shall have no more than two lanes (one in each direction).
C. The street shall have a regulatory speed limit of 25 mph or less.
D. The total number of peak-hour trips per day for the street shall
be at least 180.
E. The number of cut-through trips shall be at least 100 trips per peak
hour per day.
F. The street(s) will be considered only if the streets provide a cut-through route between collector or arterial streets. A list of collector/arterial streets is listed in
Appendix A.
G. The maximum grade of the street shall be 8%.
H. A traffic study will be performed by the Township. This study must
find a speeding problem of at least 11 mph over the posted speed limit
as the 85th percentile speed. Results of the neighborhood traffic
study will be presented along with a presentation on speed humps to
the homeowners.
The geometric design of the speed humps has been proven to be
a critical factor in their effectiveness. Based on extensive research,
speed humps will be constructed to adhere with the following specifications:
A. Three and one-half inches maximum vertical rise; 14 feet in horizontal
length.
B. Must meet the Township Specifications for Asphalt Speed Hump Construction
and be approved by the Township Engineer. See Appendix B.
C. The maximum spacing between speed humps and/or controlled intersections
will be 600 feet or less.
D. The location of the speed humps shall be determined by the Township
Engineer.
The Township will remove speed humps if:
A. Seventy percent of property owners, via formal petition, request
their removal and the Board of Supervisors approve the request;
B. The humps have been in place at least one year; and
C. The homeowners are made aware that speeds will increase once humps
are removed.
