The Monaca Borough Volunteer Fire Departments and their membership are authorized by the Borough Council to perform the following duties in addition to the normal fire-fighting and rescue duties:
A. 
Participation in drills, practices, training sessions and pre-fire planning activities authorized by the Fire Chiefs and supervised by a qualified instructor.
B. 
Participation in community celebrations, ceremonial observances and public ceremonial funeral observances for Monaca Borough volunteer fire fighters killed in the line of duty where such attendance is deemed appropriate and authorized in writing by the Fire Chiefs.
C. 
Performing duties necessary to prepare the fire station for use as a polling place for the primary and general elections. This is extended to include like services performed at other municipal or school district buildings for said elections.
D. 
Preparation for and responsible participation in parades, provided that attendance has the prior written approval of the Fire Department and written notice is provided to the municipality prior to the event.
E. 
Any public service functions performed for the welfare of the community as long as these activities are responsibility supervised and are sanctioned by the Fire Department and written notice is provided to the municipality prior to the function.
F. 
Any and all public safety activities undertaken by Fire Department members to render care to the injured, prevent loss of life, provide comfort and security to victims and limit or prevent damage to or loss of property as circumstances may dictate.
G. 
Rendering assistance to police officers where such aid is specifically requested or is done without request to protect our citizens from imminent danger.
H. 
Participation in fire prevention inspections, post-fire investigations, bomb threat searches, evacuation drills and organized searches for missing persons.
I. 
Participating in public programs to promote health and safety, to enlist new members, solicit community support or conduct fund-raising activities so long as the activity is specifically sanctioned by the Fire Department with written notice to the municipality prior to the activity or event.
J. 
Safety and responsibility performing maintenance and remodeling work on the Fire Department vehicles, buildings, grounds or equipment.
K. 
Performing such other duties necessary for the efficient operation of the volunteer services as may, from time to time, be assigned by the Monaca Borough Council or the officers of the Fire Departments.

Section 1202 of the Borough Code,[1] as amended, authorizes the Borough Council to provide fire protection within the Borough.

B. 
The Borough previously created the various volunteer fire departments presently operating in the Borough.
The Borough desires to provide for reimbursement to the various fire departments for any and all costs and/or expenses incurred by the departments which may be obtainable by the departments by submitting claims only to the individual property owners' insurance carriers.
It is the finding of the Council of the Borough of Monaca that individual property owners may maintain insurance coverage within their own casualty insurance policies, homeowners' policies and/or other applicable policies that would provide reimbursement to the fire departments for firefighting and other services rendered to the individual property owners' properties in response to emergency service requests.
The fire departments are hereby authorized and directed, by and through its officers and authorized representatives, to ascertain what insurance coverage may be applicable and available under any given circumstance, and to take all necessary and affirmative steps to apply for and receive reimbursement from any insurance carriers where a property owner is or may be insured to reimburse the fire departments for any cost and/or expense incurred for services, supplies and/or equipment used for or provided to the property owner by the fire departments.
Under no circumstances shall any property owner ever receive a bill from the fire departments for fire protection or other services provided by the fire departments except in cases of false alarms and fires intentionally set by the property owner.
This article shall be liberally construed to accomplish its purpose to compensate and/or reimburse the Borough of Monaca from insurance proceeds only for the costs and/or expenses incurred while providing services pursuant to their duties for the fire departments.
