All houses and unimproved lots shall be numbered in accordance with
the provisions of this chapter.
The numbers on all streets, highways and avenues as running eastwardly
and westwardly and parallel with the Ohio River shall run from Fourth Street
eastwardly, the even numbers on the right-hand side and the odd numbers on
the left-hand side of the street. The first right-hand number on each and
every street or avenue running eastwardly from Fourth Street shall be the
same number as the number of the street marking the southern boundary of the
blocks or squares multiplied by 100.
The streets marking the western boundary of the square or squares running
eastwardly shall be Fourth Street to Twentieth Street, both inclusive.
The first number on the west side of Pennsylvania Avenue south of Fourth
Street shall be 399. Measuring southwardly therefrom on said avenue to the
Borough line, each 20 feet of street frontage shall be assigned the next lower
number, the even numbers on the eastern side and the odd numbers on the western
side going southwardly from Fourth Street.
The numbering system on the north side of Atlantic Avenue opposite the
eastern line of Fourth Street shall be 399. Measuring southwestwardly therefrom
on said avenue to the Borough line, each 20 feet of street frontage shall
be assigned the next lower number, the even numbers on the south side and
the odd numbers on the northern side going southwestwardly from Fourth Street.
The numbers on all streets running northwardly and southwardly shall
run from Atlantic Avenue southwardly, the even numbers on the right-hand side
and the odd numbers on the left-hand side of the street. The first number
on each and every street running southwardly beginning at Atlantic Avenue
shall be 100; at Indiana Avenue, 200; at Washington Avenue, 300; at Pennsylvania
Avenue, 400; and at Pacific Avenue, 500.
The first number on the western side of every street north of Atlantic
Avenue shall be 98. Measuring northwardly therefrom to the Ohio River, each
20 feet of street frontage shall take the next lower number, the even numbers
on the western side and the uneven numbers on the eastern side of the street
running towards the river.
A number shall be given to each and every 20 feet of street frontage
of unimproved property and to every doorway of improved property.
All numbers placed on houses shall be the minimum size of three inches
in height and shall be placed under the supervision of the Street Committee
of the Borough Council and shall be subject to all such reasonable restrictions
and requirements as the Borough Council shall from time to time ordain.
The Borough Engineer is hereby directed, under the supervision of the
Borough Council, to prepare a plan, showing the numbers of the present buildings
and unimproved frontage, and to file the same with the Secretary of the Council,
who shall furnish the proper number to each resident or owners when called
upon to do so.

Numbers shall be placed on all buildings by the owners thereof.
