As used in this chapter, the following terms shall have the meanings indicated:
CITY OF SCRANTON
The municipal corporation chartered by the State of Pennsylvania known as the City of Scranton, its agents or Departments.
SUPPORTS A POLICY OF DISCRIMINATION
Doing business in Northern Ireland without subscribing to the MacBride Principles.
A. 
Notwithstanding any other requirement of law, the City of Scranton shall not contract for goods or services with a person, firm or corporation which supports a policy of discrimination as defined in § 41-1 hereof, except as required by the General Municipal Law of Pennsylvania.[1]

B. 
If a contract must be awarded to a contractor who supports a policy of religious discrimination as defined in § 41-1 hereof, because the contractor is the lowest responsible bidder or the goods or services are not reasonably obtainable from other contractors who do not provide such support, then the contracting agency shall submit a statement to the Business Administrator detailing the reasons for such an action. The Business Administrator shall file that statement with the City Clerk.
The Business Administrator shall provide a list of the persons, firms or corporations with which the city has contracted for goods or services which have refused to subscribe to the MacBride Principles to the City Council on an annual basis. The first report shall be due one (1) year after the effective date of this chapter.
