There is hereby created a local Council of Defense of the city to be
composed of the Mayor as Chairman, and such other persons, not exceeding fifteen
(15) in number, as the Mayor may appoint from time to time.
Each member of the local Council of Defense shall serve at the pleasure
of the Mayor and without compensation.
The Mayor shall designate one (1) of the members of the local Council
of Defense as Director who shall be the coordinator for the city.
The local Council of Defense may employ such personnel and fix their
compensation, and may make such expenditures within the appropriation therefor,
or from other funds made available to it, as are necessary to carry out the
purposes of this chapter.
The local Council of Defense shall be charged with the duty of coordinating
all defense activities of the city. It shall:
A. Cooperate with and assist the state Council of Defense
and perform such services as may be requested by it and may act jointly with
other Councils of Defense.
B. So far as applicable, have the same power and duties
within the city as are vested in the state Council of Defense.
C. Keep in contact with the office of the state Council
of Defense to the end that all requests and suggestions from that office shall
receive prompt and efficient response.
D. Act as a clearinghouse on municipal defense information
for all governmental and private agencies cooperating in the defense program.
E. Direct information regarding the defense program to all
municipal departments or agencies which are or may be affected thereby.
F. Make recommendations, from time to time, for improvements
in the handling of defense problems affecting the city.
G. Perform such other advisory functions as may be requested
by agencies or departments of the federal government in connection with the
national defense program.
H. Do whatever is necessary and proper to carry out the
intent and purpose of this chapter, tending to protect life and property.
The local Council of Defense may appoint committees to meet any emergency
that may arise and prescribe such rules and regulations as may be necessary
to govern its procedure and activities.
