[Adopted 9-26-1979 as Ch. 24, Art. I, of the 1979 Code]
City parks shall be open daily to all citizens
on absolutely equal terms and none shall be given special privileges
therein or be permitted to make use of them for any purpose not practically
common to all and not in consonance with the proper uses of a park.
The City parks are constructed and maintained
for the use of the public at large, but the driveways and roads therein
shall be used only by persons in vehicles used for purposes of pleasure
or by persons on horseback or bicycles. The walks and paths are designed
for the exclusive use of pedestrians.
If any City park officer shall deem it necessary
to safety, good order and general convenience that the speed of a
vehicle should be checked or stopped or its course altered, and shall
so direct by gesture or otherwise, it shall be the duty of the driver
of such vehicle to follow such direction. No vehicle shall be driven
or permitted to stand anywhere except on the drive or other place
provided. All vehicles in motion shall be kept to the right.
All bicycles in City parks shall possess all
the rights and privileges now accorded to vehicles and shall strictly
comply with all the rules of the road and, in addition thereto, are
subject to the following rules:
A. Riding at a faster rate than five (5) miles per hour
is prohibited.
B. A bicycle shall not be towed by a rope or otherwise.
C. Riding more than two (2) abreast is prohibited.
D. Riders must keep their feet on the pedals and their
hands on the handle bars.
E. All machines must be provided with a bell which can
be distinctly heard at a distance of thirty (30) yards.
F. Riding on foot paths is prohibited.
G. Instructions on bicycles, tricycles or such other
vehicles of propulsion and trick and fancy riding are prohibited.
H. Cyclists' must not mount or dismount except on the
extreme right of the road or bicycle path, and in passing other bicyclists,
vehicles or horsemen going in the same direction, bells must be sounded.
The use of animals attached to vehicles or ridden
in City parks is limited to those well broken and they must be constantly
held in such control that they may be easily and quickly turned and
stopped. They shall be ridden so as to obey all traffic rules and
regulations applying to vehicles. They shall not be driven or permitted
to move at a rate of speed which shall be alarming or cause danger,
nor, under any circumstances, at a rate of speed exceeding five (5)
miles an hour.
All vehicles in motion in City parks shall carry,
between thirty (30) minutes after sunset and thirty (30) minutes before
sunrise, a white light or lights in a conspicuous position so as to
be readily seen in front.
All vehicles in City parks, when passing other
vehicles going in the same direction, must keep to the left.
All vehicles in City parks going at a slow speed
must keep well to the right. Those going more rapidly must keep in
the middle of the drive.
Vehicles in City parks stopping for any purpose
must stop well to the right hand side of the drive.
Before stopping or crossing from one side of
the drive to the other, every driver in City parks must signal to
those behind him.
No person shall, in a City park, go within the
shrubberies or upon the turf bordering the same or upon the turf between
the drives and walks or walk on the rides or drives, except to cross
them, or sit or stand on a balustrade, wall or fence or stand or lie
down on a bench or seat or go to sleep.
Hitching horses or other animals to any tree,
shrub, fence or railing or other structure in City parks, except such
as are provided for such purposes, is prohibited. Allowing animals
to stand unhitched while the driver or attendant is beyond reach of
such animal is also prohibited.
Animals will not be allowed to run at large
in City parks and if found within the park limits shall be impounded.
Owners of animals damaging or destroying park property will be held
liable for the full value of the property damaged or destroyed in
addition to the penalty imposed for a violation of this section.
No beast of burden or draft shall be driven,
ridden or led in City parks without a bit in its mouth.
No person shall, in a City park, throw or discharge
a stone, missile or other projectile.
It shall be unlawful for any person to make
or start a fire in a City park.
It shall be unlawful for any person in a City
park to sell, expose for sale or give away any goods, wares or circulars
or post or display any sign, placard or advertising device.
No person shall, except in a place provided
therefor, bathe, skate or fish or place in the water a boat or raft
or play ball or any other game or sport in a City park.
It shall be unlawful for any person to have
possession of or drink any alcoholic beverage in a City park.

All schedules must be approved by the Department
of Parks and Recreation. All activities will be balanced to serve
all parties interested in using this facility. The City shall evaluate
the field conditions to determine the availability of the field for
any given day. The season shall end the last week in September.
(c)
A one hundred fifty dollar ($150.) fee for field
use per season shall be assessed for any soccer matches, football
games or practice for any sport. A two dollar ($2.) fee per hour shall
be assessed in addition to the base amount of one hundred fifty dollars
($150.) for use of a lighted field.
B. The City of Scranton Department of Parks and Recreation
reserves the right to require all individuals to show positive identification
for residency, age and family membership.
C. The City of Scranton Department of Parks reserves
the right to balance all fields against the number of reservations
between applicants on a fair and equal basis.
