A. 
Regular meetings. Regular meetings of the Village Board shall be held on the first and third Monday of each calendar month at 7:00 p.m. Any regular meeting falling on a legal holiday shall be held the next following secular day at the same hour and place.

B. 
Special meetings. Special meetings of the Board may be called by two Trustees by filing a written request with the Clerk at least 48 hours prior to the time specified for such meeting. The Clerk shall immediately notify the President and each Trustee of the time and purpose of such meeting. The notice shall be delivered to each Trustee personally or left at his usual place of abode. The Clerk shall cause an affidavit of service of such notice to be filed in his office prior to the time fixed for such special meeting. No business shall be transacted at a special meeting, except for the purpose stated in the notice thereof.
C. 
Place of meetings. All meetings of the Board, including special and adjourned meetings, shall be held in the Village Hall. However, any and all meetings of the Village Board may be held at any designated place upon proper public notice of such meeting at least 48 hours prior to the time specified for such meeting.
D. 
Quorum. Four Trustees, including the Village President, shall constitute a quorum, but a lesser number may adjourn from time to time or compel the attendance of absent members.
E. 
Open meetings. All meetings of the Village Board, committees, boards and commissions are open to the public and shall be preceded by public notice as provided in § 19.84, Wis. Stats.
The business of the Village Board shall be conducted in the following order:
A. 
Call to order by presiding officer.
B. 
Roll call. If a quorum is not present, the meeting shall thereupon adjourn, which may be to a specified date.
C. 
Reading, correction and approval of minutes of previous meeting.
D. 
Citizens' comments and suggestions.
E. 
Presentation of accounts and allowances or disallowances.
F. 
Presentation of petitions and communications.
G. 
Reports of standing committees.
H. 
Reports of special or select committees.
I. 
Reports of Village officers.
J. 
New business.
K. 
Unfinished or miscellaneous business.
L. 
Adjournment.
The Clerk shall prepare a written agenda for each meeting and distribute the same at the meeting. No matter shall appear on the agenda unless the Clerk has it at least 48 hours before the meeting.
A. 
Control of meeting. The Village President shall preserve order and conduct the proceedings of the meeting. A member may appeal from the decision of the presiding officer. Such appeal is not debatable and must be sustained by a majority of the members present, exclusive of the presiding officer.
B. 
Absence of President. If the President is absent at any meeting, the Clerk shall call the meeting to order and preside until the Board selects a Trustee to preside for that meeting.
The Village Board shall direct the preparation of any ordinances by the Village Attorney. Such ordinances when prepared shall be submitted by the Village Attorney to the Village Clerk for presentation to the Village Board. The ordinance shall be read by the Clerk at the time of presentation to the Board unless reading is waived by the Village Board. All resolutions shall be submitted to the Board for consideration by the member presenting such resolution. The Board shall thereupon act upon such resolution so presented. All communications and other matters shall be submitted to the Village Board by the Village Clerk.
A. 
General rules. The deliberations of the Board shall be conducted in accordance with the parliamentary rules contained in Robert's Rules of Order, current edition, except as otherwise provided herein.
B. 
Addressing the Board. Except as provided under § 120-2D, no person other than a member of the Village Board shall address the Board unless recognized and permitted to do so by the presiding officer.
C. 
Discussion and withdrawal of motions. No ordinance, resolution or other motion shall be discussed unless it has been seconded. No motion shall be withdrawn without consent of the person making the same and the person seconding it.
D. 
Members to vote. Every member shall vote when a question is put, unless the Board shall excuse him/her. The President, who is by virtue of his office a Trustee, is entitled to vote on every issue. The Village Clerk is directed and required, upon roll calls, to call the names of the members of the Board in alphabetical order.
E. 
Precedence of motions. When a question is in debate, no action shall be in order except the following, and these motions shall have precedence in the order in which they stand:
(1) 
To adjourn.
(2) 
To lay on the table.
(3) 
The previous question.
(4) 
To postpone to a certain day.
(5) 
To refer to a committee.
(6) 
To amend.
(7) 
To postpone indefinitely.
F. 
Reconsideration of question. It shall be in order for any member voting in the majority to move for a reconsideration of the vote on any question at that meeting. A motion to reconsider being put and lost shall not be renewed. A Trustee may not change his vote on any question after the result has been announced.
G. 
Call for the previous question. Any member desirous of terminating the debate may call the previous question, when the question announced by the President shall be "Shall the main question be put?" If a majority of the members present vote in the affirmative, the main question shall be put without further debate, and its effect shall be to put an end to all debate and bring the Board to a direct vote, first upon the pending amendment and then upon the main question.
These rules or any part thereof may be temporarily suspended in connection with any matter under consideration by a recorded vote of 2/3 of the members present.

No ordinance of the Village of Wales nor any other municipal ordinance, rule, or regulation shall mandate that any person, partnership, limited liability corporation or other corporation or business entity of any kind, other than the Village itself, shall provide certain wages or benefits to its employees or set the amount or type of any employee wages or benefits to be provided by an employer located within the Village limits.
