It has come to the attention of the Village Board of Trustees of the Village of Harriman that persons utilizing the parks, highways, roads and other public land of the Village of Harriman have brought their animals onto those properties for purposes of attending sports events and walking their animals and as a place where the animals urinate and defecate. The exercise of the animals' bodily functions on the aforesaid properties has created an unsightly and unhealthy mess and has interfered in the proper utilization of those properties by other persons. Therefore, it is necessary for the Board to impose a regulation concerning the sanitary disposal of animal excrement.
All animals owners shall be required to pick up, in a sanitary manner, any of their animal's excrement while the animal is on the aforementioned properties. The excrement shall be disposed of by the animal owner in a sanitary manner.

A. 
A violation of this article shall be punishable by a fine of not more than $250, imprisonment for up to 15 days, or both such fine and imprisonment.
B. 
This regulation shall take effect immediately.
