This chapter shall be known as the "Dover Borough Park Rules and Regulations Ordinance."
All park areas will be open to the public between dawn and dusk throughout the year.
The speed limit on all park property is five miles per hour.
Application for advanced reservation of any Borough park area shall be directed, in writing, to the Borough or a person designated by the Borough. Reservation of facilities shall depend upon the nature of the activity, the facility to be reserved and the degree of adverse impact upon the public use of Borough facilities.
The use of motorized vehicles, minibikes, mopeds, dirt bikes and other wheeled vehicles or devices is prohibited except when permission is given by permit. Notwithstanding the foregoing, nothing in this section shall be deemed to prohibit the parking of automobiles or other licensed motor vehicles in the areas designated as the parking lots during the period of time the park is open to the public. Motor vehicles using the facilities in violation of this provision may be removed by appropriate Borough officials at the owner's expense.
Possession or use of alcoholic beverages, illegal drugs, narcotics or other controlled substances is prohibited.
All trash, garbage and refuse material generated in a park shall be placed in containers provided for such purpose.
No person shall willfully make or cause to be made any loud, boisterous or unseemly noise or disturbance, to the annoyance of any other person, including but not limited to nearby residents.
Damage to or destruction of equipment or property, including plants, trees or other vegetative materials, is prohibited.
Open fires are permitted only in charcoal grills or other facilities provided for such use. Hot coals, ashes or other by-products of open fires shall be disposed of in the facilities provided for such purpose.
Pets are permitted upon the park premises but shall, at all times, be kept under proper control and shall not be permitted to run loose. Pet owners shall immediately remove all pet waste.
The use of skateboards on park property is prohibited except in areas specifically designated for skateboard use.
Individuals participating in any sporting activity are advised to wear appropriate safety equipment and to follow the recommended directions for proper use of such equipment.
Standing or lying on benches is prohibited.
Climbing of trees in the park is prohibited.
Gambling is prohibited within the confines of the park.

Use of the park facilities during hazardous conditions caused by weather, fire, water or unforeseeable conditions is prohibited.
The posting of any signs on the grounds or buildings within the park is prohibited without prior permission from Dover Borough Council.
The soliciting, posting of signs, distribution, sale, servicing or rental of any supplies, food or equipment is prohibited. Such activities shall be conducted only by persons authorized to perform such functions by Dover Borough Council.
Grass clippings, brush or other debris from private property may not be deposited anywhere within the park grounds, including waste receptacles.
Golf balls shall not be hit within the confines or into the confines of the park area.
Overnight camping within the confines of the park is prohibited except when Borough Council has approved overnight camping and issued a permit therefor.
Any performances or entertainment intended for audience, other than private parties, must receive approval from Dover Borough Council prior to the activity.
Recreational activities shall be restricted to areas that are appropriate for the particular activity or to those areas where a particular activity is specifically permitted. The Borough shall post appropriate signs designating permitted or prohibited activities.
Any person, firm or corporation who or which shall violate or fail, neglect or refuse to comply with any of the provisions of this chapter shall, upon conviction thereof in a summary proceeding before any District Justice, be sentenced to pay a fine of not more than $600, plus costs of prosecution. Upon default of the payment of the fine or penalty imposed and the costs, the offender may be sentenced and committed to the York County Prison for a period not exceeding 30 days.
