As used in this chapter, words and phrases shall have the meanings as set forth in § 186 of the General Municipal Law.

On or after July 1, 1978, it shall be lawful for authorized organizations, as defined herein, upon obtaining a license from the Village Clerk to conduct games of chance within the village limits of the Village of Lowville, subject to the provisions of this chapter and any amendments thereto, subject to the provisions of Article 9-A of the General Municipal Law, and subject further to the regulations and provisions set forth by the New York State Racing and Wagering Board.

A. 
An authorized organization may conduct games of chance within the village limits of the Village of Lowville on the first day of the week, commonly known and designated as "Sunday," between the hours of 12:00 noon and 12:00 midnight on said day.
B. 
Notwithstanding the foregoing provisions of this section, no games of chance shall be conducted on Easter Sunday, Christmas Day or New Year's Eve.

This chapter shall take effect on May 1, 1981, subject to it being duly filed, as provided by law, and further subject to its approval by the majority of the electors voting on this proposition submitted at a special election held within the Village of Lowville on April 21, 1981.
