It is the considered opinion of the Board that the extension
of the Social Security System to certain employees of the Township
will be of great benefit, not only to the employees of the Township
by providing that said employees may participate in the provisions
of the Old Age and Survivors Insurance System, but will also be of
great benefit to the Township by enabling it to attract and retain
in employment the best of personnel and thus increase the efficiency
of its government.

The Township shall become a participant in the Social Security
System and that the benefits of Old Age Survivors Insurance be extended
to all employees of the Township, except that, the provisions of the
subparagraph shall not be applicable to services performed by:
A. An individual who is employed to relieve such individual from unemployment;
B. By a patient or inmate thereof, in a hospital, home or other institution;
C. Any individual as an employee serving on a temporary basis in case
of fire, storm snow, earthquake, flood, or other similar emergency;
D. An election official or election worker if the remuneration paid
in a calendar year for such services is less than $100; or
E. An employee in a position compensated solely on a fee basis which
is treated pursuant to Section 211(c)(2)(E) as a trade or business
for purposes of inclusion of such fees in net earnings from self-employment.

The proper officers of the Township are hereby authorized to
execute on behalf of the Township the Revised Social Security Plan
and Agreement (Form No. BBS-3, Revised 1-68), as submitted by the
Bureau of Social Security for Public Employees of the Pennsylvania
Department of Labor and Industry.

The Township Secretary-Manager and other officers are hereby authorized and directed to establish a system of payroll deductions to be matched by payments of the Township to be made through the Contribution Fund of the Social Security Act through the Office of the State Agency and to make charges of this tax to the fund or funds from which wage and salary payments are issued to employees of the Township to whom the provisions of this chapter are made applicable by §
182.01 hereof. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the State Agency and the Federal Security Administrator. Such payments which are delinquent shall bear interest at the rate of 1/2 of 1% per month until such time as payments are made. Appropriation is hereby made from the proper fund or funds of the Township in the necessary amount to pay into the Contribution Fund as provided in Section 4 of the enabling act of the Commonwealth of Pennsylvania, and in accordance with the plan or plans and agreements.
