§ 650.01 Public necessity.

The Board finds and therefore declares that it is necessary that an adequate public ambulance service be established and operated for the benefit and preservation of the public health, comfort, convenience and general welfare, and the increase of the prosperity of the Township, and that such service can be most efficiently and economically furnished by means of an intercommunity municipal authority jointly sponsored by the Township of Crescent, the Borough of Coraopolis and the Townships of Moon, Neville, and Findlay and incorporated under the applicable laws of the Commonwealth of Pennsylvania for the express purpose of supplying such service to all the inhabitants of said municipalities.

§ 650.02 Joint authority.

It is therefore the joint desire and intention of the Township of Crescent and of the Borough of Coraopolis and the Townships of Moon, Neville and Findlay, all municipal corporations of the Commonwealth of Pennsylvania and all situate in the County of Allegheny, to organize an authority under the "Municipality Authorities Act of 1945", designated as Act No. 164, approved May 2, 1945, together with all supplements and amendments thereto, for the purpose of exercising and enjoying all of the powers conferred by said Act, its supplements and amendments.

§ 650.03 Name of Authority.

The name of the proposed authority shall be: "Valley Ambulance Authority".

§ 650.04 Purpose of Authority.

The purpose of the Authority is to provide ambulance equipment and facilities and to furnish ambulance service to the inhabitants of the Township of Crescent, the Borough of Coraopolis and the Townships of Moon, Neville and Findlay, and to the inhabitants of such adjoining political subdivisions or areas as may desire such service.

§ 650.05 Authority's governing board.

The Board of the Authority shall consist of 11 members, each of whom, except for those who shall be members of the first Board of the Authority, shall be appointed for terms of five years each. The members of the Board of the Authority shall be apportioned among the several municipalities as follows:

Whenever a vacancy has occurred or is about to occur by reason of the expiration of the term of any member, the participating municipality which appointed the member whose term has expired or is about to expire shall appoint a successor for a full term of five years.

§ 650.06 Compensation of Authority's governing board members.

Until such time as all of the incorporating municipalities shall otherwise provide by resolution, the members of the Board of the Authority shall receive no compensation for their services as Board members, provided, however, that nothing herein contained shall be deemed to prohibit the payment of compensation as authorized by Section 7C of the aforesaid Municipality Authorities Act of 1945, as amended, to a member of such Board for services rendered as an officer of the Authority.

§ 650.07 Appropriation.

In order to fund the proposed Authority with sufficient moneys to cover incorporation, organization and start-up expenses, the Township of Crescent hereby assumes, as its fair share of such expenses, the payment of 2/9 thereof and in discharge of such commitment does hereby appropriate the sum of $400 therefor, the same to be paid to or for the account of said Authority from time to time and in such amounts as the Board of Commissioners may by resolution or motion authorize, provided, however, that the other incorporating municipalities shall by like appropriations have committed themselves to the payment of such initial expenses in the following respective portions and amounts, viz: Borough of Coraopolis, 2/9, or $400, Township of Moon, 3/9, or $600 and, Township of Neville, 2/9, or $400.
