The purpose of this zone is to encourage retail, office and
public uses that serve primarily Saddle River residents and employees
who work in the Borough, while maintaining or enhancing the historic
character and scale of the built environment, including but not limited
to their eclectic architectural character, their small scale, provision
of small parking lots located to the rear of buildings, and interspersed
with open space and landscaping, and connected by a series of walkways,
all of a historically compatible style and design.
The following shall be permitted in the CB Crossing Business
Zone. Any use not so listed is expressly prohibited.
A. Permitted principal uses.
(1) Clothing, personal furnishings and accessories, and shoe stores.
(5) Camera, photographic supply, computer, electronics and consumer electronics
stores.
(6) Gift, novelty and souvenir stores.
(7) Jewelry and watch stores.
(8) Luggage and leather goods stores.
(9) Sporting and recreational goods and supplies.

Furniture and home furnishing.
(11)
Drapery and curtain stores.
(13)
Restaurants, including outdoor dining but excluding drive-in
and drive-through restaurants.
(15)
Grocery stores, fruit and vegetable markets, candy, nut and
confectionery stores, meat and fish stores.
(16)
Beauty or barber shops, and nail salons.
(17)
Laundry and dry-cleaning pickup or dropoff centers.
(19)
Banks, but excluding drive-in or drive-through banks.
(20)
Finance, insurance and real estate offices.
(21)
Business and professional offices.
(22)
Offices of physicians, dentists and other health practitioners.
(24)
Public or governmental uses.
(25)
Municipal parks and playgrounds.
B. Permitted accessory uses and structures.
(1) The same permitted accessory uses and structures in the CG Crossing
Governmental Zone.
(2) Outdoor dining in conjunction with a permitted restaurant use pursuant to §
210-17B.
C. Prohibited uses.
(1) Outdoor storage of any kind.
(2) The sale of any product or service by outdoor vending machines.
(3) The performance of any service except within enclosed buildings, with the exception of outdoor dining, pursuant to §
210-17B.
(4) Any drive-in or drive-through use or service, whether a principal
or accessory use.
(5) Any automobile service, sales, leasing or rental.
(6) All
classes of cannabis establishments or cannabis distributors or cannabis
delivery services as said terms are defined in Section 3 of P.L. 2021,
c. 16, but not the delivery of cannabis items and related supplies
by a delivery service.
