The Village Board is hereby authorized to adopt, and from time
to time amend by resolution, a schedule of fees to be charged to property
owners for service rendered to said property owners for administrative
inspections authorized or required by any provisions of this Code
or the New York State Fire Prevention and Building Code, the New York
State Property Maintenance Code, the New York State Multiple Residence
law or any similar statutory provisions.
Property owners shall be notified of the required fee at the
time of the inspection and the fee shall be paid to the Village of
North Syracuse by check or money order, and shall be given to the
inspector at the time of the inspection or prior thereto.
Any such required fee, if not paid within 15 days of the inspection,
shall accrue an initial penalty of $25 and interest shall accrue on
said fee and penalty at the rate of 9% per annum thereafter.
The Village will notify the owner of the fact that the fee plus
penalty and interest are due and payable immediately by mailing a
notice to the property owner and/or mortgage holder at the address(es)
shown on the latest assessment roll. Said notice shall also include
notification that if said fees, penalties and interest are not paid
they will be added to the next Village tax bill and will constitute
a lien on said property in the same manner as any other tax on real
property.
In addition to the remedy for nonpayment set forth above, the
Village shall also retain the right to seek collection of such fees,
penalties and interest by any other lawful means.
