The purpose of this chapter is to enable the operation of neighborhood
electric vehicles, low-speed vehicles, and golf carts in the City.

A neighborhood electric vehicle, low-speed vehicle or golf cart
operated in the City shall be equipped with:
(B) Front and rear turn signal lamps.
(E) Reflex reflectors: one red on each side as far to the rear as practicable,
and one red on the rear.
(F) An exterior mirror mounted on the driver's side of the vehicle and
either an exterior mirror mounted on the passenger's side of the vehicle
or an interior mirror.
(H) A windshield that conforms to the federal motor vehicle safety standard
on glazing materials (49 CFR 571.205).
(I) A Type 1 or Type 2 seat belt assembly, conforming to 49 CFR § 571.209
(federal motor, vehicle safety standard no. 209, seat belt assemblies),
installed at each designated seating position.

No person shall operate a neighborhood electric vehicle, low-speed
vehicle, or golf cart in the City unless such person possesses a valid
operator's license authorizing the operation of a motor vehicle upon
Wisconsin highways. No neighborhood electric vehicle or low-speed
vehicle may be operated in the City unless such vehicle has been assigned
a VIN and is properly registered under the laws of this state. No
golf cart may be operated in the City unless the owner or operator
has obtained a registration permit from the City.

It shall be lawful to operate a neighborhood electric vehicle,
low-speed vehicle, or golf cart in the City except for those streets,
alleys or other areas which ATV/UTV vehicles are expressly prohibited
from traveling as stated from time to time by resolution of the Council.
Each prohibited route shall be appropriately and conspicuously marked
at the beginning of the prohibited route and at such intervals as
necessary to enable operators to avoid such locations. All signs that
indicate "No ATV Route" shall also prohibit neighborhood electric
vehicles, low-speed vehicles, or golf carts.

The operator of a neighborhood electric vehicle, low-speed vehicle,
or golf cart shall follow all of the rules of the road as found in
Chapter 346 of the Wisconsin Statutes, as amended from time to time,
which shall be adopted and incorporated by reference. Headlamps must
be on at all times during operation of a neighborhood electric vehicle,
low-speed vehicle or golf cart. Neighborhood electric vehicles, low-speed
vehicles, and golf carts are required to be insured during operation
in the same manner as all other motor vehicles. Operators are required
to display proof of this insurance to a law enforcement officer when
asked.

(A) The penalty for violation of this chapter shall be the same as the
penalty for the same violation committed in the operation of a motor
vehicle, other than a neighborhood electric vehicle, low-speed vehicle,
or golf cart, provided however, the penalty for a violation of this
chapter that would not also be a violation if committed in the operation
of a motor vehicle other than a neighborhood electric vehicle, shall
be a class 3 forfeiture and the costs of prosecution.
(B) Failure to pay. Any person who fails to pay a forfeiture imposed
by this chapter shall be subject to the alternate sentencing provisions
set forth in sections 345.47 and 800.09 of the Wisconsin Statutes.
