The Planning Department, under the supervision of the Town Manager in conjunction with the Planning Board Chairman appointed as specified in § 200-7 of this Administrative Code, shall administer and serve as consultant to the following: Capital Improvements Plan, Master Plan, Zoning Regulations, Site Review Regulations and Subdivision Regulations.
The Town Planner shall be responsible for the following functions:
A. 
Develop and update annually the overall Capital Improvements Program.
B. 
Update the Town Master Plan as necessary.
C. 
Recommend revisions of the Zoning, Site Plan and Subdivision Regulations and make appropriate changes per Town Meeting.
D. 
Provide technical assistance to the Raymond Planning Board.
