The composition, terms of office, vacancies, functions and duties of the Municipal Budget Committee shall be provided by RSA 32.
The Budget Committee shall consist of eight members unless otherwise changed by Town Meeting. These members shall consist of six members at large, as well as one member chosen by the Raymond School Board and one member of the Raymond Board of Selectmen, designated by said Board.
Members at large shall be elected by official ballot in accordance with RSA 32:2 and RSA 32:3. Two members at large shall be elected each year for terms of three years and until their successors are elected.
The Budget Committee shall perform the following functions:
A. 
Prepare budgets for consideration of Town Meeting according to forms prescribed by the Commissioner of the Department of Revenue Administration.
B. 
Hold at least one public hearing on each budget in accordance with RSA 32:5.
C. 
Confer, prior to completion of the budget with the School Board, Selectmen, Town Manager, and other officers and department heads as to estimated costs, revenues anticipated and services to be performed.
D. 
Consider every appropriation that may be acted upon at a Town Meeting, whether it is proposed to be raised by current taxation or by borrowing through the issuance of bonds or notes.
E. 
Recommend budgets for the Town or School District, including all items which involve the appropriation of funds to be acted upon at any Town Meeting.
F. 
Recommend appropriations for the total amount that may be spent for specific municipal purposes. Anticipated revenues shall not be considered in making recommendations for appropriations, and the appropriation shall be for the total amount to be spent.
G. 
Submit two copies of the Town/school budget to the Selectmen and the same for the School Board for them to post with the Town Warrant at least 20 days before Town Meeting. Also, to simultaneously submit two copies of other special items for purposes not included within the budget which were requested by the Selectmen, or by petition, and on which the voters at the Town Meeting are entitled to vote.
H. 
Submit a copy of the completed budget to the Commissioner of Revenue Administration.
I. 
Meet periodically to review the statement of expenditures submitted by the Town Manager, the Board of Selectmen, the School Board in accordance with RSA 32:12, but such review shall not grant power to exercise authority over the expenditures.
J. 
Act upon any application to the Commissioner of Revenue Administration for authority to make an emergency expenditure, as provided in RSA 32:10a within a reasonable period from receipt of the application by the Chairman.
K. 
Post notices of all meetings of the Budget Committee in at least two public places and/or publish notice in a newspaper of general circulation within the community, at least 24 hours in advance, excluding Sundays and holidays, prior to such meeting, excepting emergencies, pursuant to RSA 91A.
L. 
Keep minutes of all meetings in accordance with RSA 91A:2.
M. 
Make such operating rules as may be necessary for conducting business which are consistent with state law and the Administrative Code.
