In the Interest of public safety it may be necessary to close a public street to motor vehicle traffic an extended period of time in order to undertake repair or reconstruction of the roadway or the repair or installation of public utilities within the public right-of-way. Such closing on a non-emergency basis shall only occur with the approval of the Municipal Manager after conformance with the following regulations.
A. 
The Municipal Engineer must determine that the road closing is necessary to provide an adequate level of public safety.
B. 
Not less than seven days prior to the propose date of closing, signs shall be erected notifying the public of the date of closing. The location of the signage shall be determined by the Municipal Engineer.
C. 
A detour plan establishing an alternate route shall be approved by the Municipal Engineer. If the detour plan includes roadways under the jurisdiction of Mercer County, the State of New Jersey or another municipality, then written approval of the plan must be provided by the appropriate governmental entity.
D. 
Prior to the road closing a detour signage plan must be approved by the Municipal Engineer and signs must be erected prior to road closing.
E. 
A written notice or proposed road closing with a copy to the Municipal Engineer must be provided to the following:
(1) 
Chief - Lawrence Police Division.
(2) 
Director - Office of Emergency Management.
(3) 
Chief - Lawrence Township Volunteer First Aid Squad.
(4) 
Chiefs - Lawrence Township Volunteer Fire Companies.
(5) 
Superintendent - Lawrence Township Public Schools.
(6) 
New Jersey Transit - when the closed roadway accommodates public transportation.
Any person convicted of a violation of this article shall be liable to such penalty as is prescribed by Chapter 1, Article III of the Lawrence Township Code.
