A. 
Chapter 134 of the Laws of 1984 added Correction Law § 22-a, which prohibits the employment as a correction officer of a person who has been convicted of an offense which is or would constitute a felony in this state and vests the appointing authority with the discretion to bar the employment as a correction officer of a person who has been convicted of an offense which is or would constitute a misdemeanor in this state, provided that, prior to being disqualified on said grounds, such person is furnished with a written statement of the reasons for such disqualification and is afforded an opportunity to make an explanation and to submit facts in opposition thereto.
B. 
Chapter 134 of the Laws of 1984 also added County Law § 217-a, which authorizes counties to adopt the aforementioned provisions of Correction Law § 22-a relating to the qualifications of persons to be employed as correction officers in County correctional facilities.
C. 
The Albany County Sheriff has requested that provisions of Correction Law § 22-a be made applicable to persons seeking employment as correction officers at the Albany County Jail and Penitentiary.
Pursuant to County Law § 217-a, the provisions of Correction Law § 22-a are hereby made applicable to persons seeking employment as correction officers in and for the County of Albany.

A. 
The Sheriff's Department requested authorization to establish a Work Release Program at the Correctional Facility.
B. 
The Sheriff indicated that, pursuant to the NYS Correction Law Article 27, the Sheriff's office may establish a work release program with the approval of the County Legislature.
C. 
The Sheriff indicated that the Work Release Program will allow sentenced inmates to be released to different municipalities or organizations during the day to work or to receive vocational training.
The Sheriff is authorized to establish a Work Release Program at the Correctional Facility pursuant to the NYS Correction Law, and the County Executive is authorized to enter into any agreements necessary for the establishment of said program. The County Attorney is authorized to approve said agreement as to form and content.
