Various Albany County departments request legislative approval to apply for grants, renew grants or take part in grants as a subcontractor. These grant requests are presented to various legislative committees. These legislative committees bear the responsibility to recommend the approval or disapproval of grant requests to the full Legislature. The legislative committees need complete information on such grant requests before recommendations can be forwarded to the full Legislature.
Departments within Albany County government must give complete copies of grant applications and supporting materials to the Majority and Minority Offices of the Legislature when making a legislative request for permission to submit or renew a grant; or in the event that the aforementioned documentation cannot be made available due to time constraints, a copy of the documentation shall be provided to the Majority and Minority Offices upon submission of the grant application to the entity from which the grant is sought.
When possible, such grant materials shall be provided to the legislative offices in "portable document format" (PDF) or other electronic document or means.

A. 
As the policy-making body, this Legislature needs to be provided with timely information and an opportunity to make a determination whether a proposed reorganization which affects how the County does business is in the best interests of the residents we all serve.
B. 
Changing the manner in which services are provided through the budget process or by another means without providing the Legislature an opportunity to review and agree upon the policy change is a disservice to the taxpayers.
There is hereby established a policy requiring County departments that are contemplating a reorganization to submit a plan to the Legislature for review and approval before any steps are taken towards implementing said reorganization.
