A. 
Local Laws.
(1) 
Effective July 1, 1996, all local laws will include a line regarding how that local law was reported out of committee.
(2) 
All local laws reported out of committee shall indicate the following committee action: (Committee)(Result from committee)(Date).
B. 
Resolutions.
(1) 
Effective July 1, 1996, all resolutions reported out of committee with a recommendation other than favorable will include a line regarding how that resolution was reported out of committee.
(2) 
Each applicable resolution shall indicate the following committee action: (Committee)(Result from committee other than favorable)(Date).

The Division of Information Services is requested to assist the Clerk of the Legislature in posting notices of public hearings, meetings and recently passed local laws on the Albany County website.

A. 
The Clerk of the Albany County Legislature is hereby directed to forward all local laws enacted by the Albany County Legislature to the Chief of Police for each municipality within the County of Albany, the Supervisor/Mayor for each municipality within the County of Albany and the Albany County Sheriff.
B. 
The Clerk of the Albany County Legislature shall only forward the local law once it has been certified by the New York State Secretary of State.
C. 
The Clerk shall forward the local law to the above-described municipal officials no later than five working days after being notified by the Secretary of State of said law's certification.

The final version of a local law for which a public hearing has been scheduled will be provided by the Albany County Division of Information Services to the public on the County Legislature's website at least five days before the public hearing is scheduled to take place.

A. 
All resolutions and local laws amended by adding or deleting existing language during the legislative process and prior to a full vote of the Albany County Legislature shall be marked by the sponsor as follows:
(1) 
All new language added or inserted in a proposed resolution or local law shall be underscored.
(2) 
All language to be deleted from a proposed resolution or local law shall remain printed in its proper place and shall be enclosed in brackets.
(3) 
Whenever it is proposed to amend only part of a word and/or sentence, the whole of such word and/or sentence shall be printed in its proper place enclosed in black-faced brackets to indicate it shall be deleted and the new whole word and/or sentence as proposed shall be inserted and underscored.
B. 
The above-described underline and bracket editing shall not be used to describe all of the changes made to the document from its inception but, instead, shall describe only those amendments proposed to be made to the most recent version of the resolution or local law. For example, changes underlined or bracketed in version "C" of a document, will describe only the changes being made to the previous version ("B"), if any. Any changes made from version "A" to "B" will not be included. This is to avoid possible misunderstandings which could occur if changes were underlined and bracketed and then carried through multiple versions.
C. 
After a new resolution or local law is voted out of committee, a "clean" version of same shall be provided by the sponsor to Majority Counsel and Minority Counsel and to the Clerk of the Legislature for consideration by the Legislature.
D. 
If a preexisting resolution or local law is being modified, then, after it is voted out of committee, a "marked up" version of same showing the amendments to the existing resolution or local law shall be provided by the sponsor to Majority Counsel and Minority Counsel and to the Clerk of the Legislature for consideration by the Legislature.
