No person shall place a collar on, or attach a device to, any animal that is able to administer an electric shock to the animal. This prohibition and article shall not apply to the collars and/or devices which are utilized in conjunction with underground and/or wireless pet containment systems.
Shock collars can cause physical pain, injury (ranging from bruising and burns to cardiac fibrillation), and psychological distress, including severe anxiety and displaced aggression. The anxiety, fear and confusion caused by such collars can cause changes in a dog's heart and respiration rates as well as gastrointestinal distress. Shock collars have been known to malfunction and cause unintended harm. A growing body of research indicates, and an increasing number of animal protection agencies and companies concur, that the use of shock collars is inhumane and unsafe. As a humane community, Parkside Borough prohibits the use of shock collars.
Any person found violating the provisions of this article shall, upon conviction, pay a fine of $100, plus costs, for the first violation; $200, plus costs, for the second violation; and $300, plus costs, for subsequent violations.
