No parabolic dish, or other device, the purpose of which is to receive television or microwave signals, shall be installed in the front yard of any parcel of realty. Moreover, all such parabolic dishes or other device installations must be in compliance with side and rear setback provisions of Chapter 304, Zoning.
No parabolic dish, or other device, may be located in
such place, location or manner so as to disturb the character of surrounding
properties, nor the health, safety and welfare of the citizens of the Borough
of Churchill. Therefore, any property owner or other party placing or desiring
to place, erect or locate such a parabolic dish or other device which does
so affect other properties or citizens, must provide adequate visual screening
or buffer of said receiving device. Visual screening shall be accomplished
by one or more of the following actions:
Should a zoning variance be required for installation
of such a device, the borough, in addition to all other notices required under
other ordinances or statutes, shall give written notice to all abutting owners
of the date, time and place of the Zoning Hearing Board meeting and the nature
of the variance being sought.
All persons, firms and corporations shall obtain the
necessary building permit prior to the commencement of any work in connection
with the erection, installation and maintenance of any parabolic dish and
other devices.
No permit for the erection, installation and maintenance
of any parabolic dish or other device shall be issued until an application
has been made conforming with the conditions established by this chapter and
approved by the Borough Manager.
The Borough Manager after receipt of the applicant's
application shall review the same and not later than 15 days after receipt
thereof issue the requested permit or refuse to issue the same for nonconformance
with this chapter.
Any applicant or resident of the borough aggrieved by
the decision of the Borough Manager may appeal the same to the Zoning Hearing
Board of the Borough of Churchill within a period of 30 days from the date
of the Borough Manager's decision.

Violators of any provision of this chapter shall be punishable under Chapter 304, Zoning.
