No person shall post, display or affix to any property, building or object in the Borough of Morrisville any advertisement, circular, poster or handbill without first having obtained from the Borough Manager and/or Borough Secretary a license for which a fee shall be charged, as provided in the Borough Fee Schedule,[1] provided that nothing herein shall apply to the distribution of newspapers or addressed envelopes.

No person who obtains a license under this chapter shall:
A. 
Post, display or affix any advertisement, circular, poster or handbill more than 30 days prior to the first scheduled day of any event described in the document;
B. 
Post, display or affix any advertisement, circular, poster or handbill that does not contain on its face the name, phone number and address of the sponsor, owner, seller or distributor of the product, service or event;
C. 
Post, display or affix the advertisement, circular, poster or handbill on any Borough-owned utility pole; and
D. 
Allow any advertisement, circular, poster or handbill to remain in view after 30 days has expired from the date of its posting or display.

Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $300, together with costs of prosecution, or to imprisonment for a term not to exceed 30 days.
