Sidewalks, curbs and gutters are hereby directed and ordained to be constructed upon all improved and graded streets of said Borough and shall be so constructed by the various property owners abutting on said streets upon 30 days' written notice to so construct.
After 30 days' notice as aforesaid, if there shall be default in the construction of the said curbs, sidewalks or gutters, then the Borough shall perform the work of construction, and the costs thereof, with a penalty of 10% of such costs, shall be entered by the Borough Solicitor as a lien against such property, such entry to be made as other liens are entered. Notice as aforesaid can be served upon the owners, occupiers or their agents or attorneys, and in the event such person so to be served cannot be found, the posting of such notice upon said premises shall be deemed sufficient notice to the owner or owners of such premises.
A. 
The kind of foundation for sidewalks shall be determined by the character of the soil:
(1) 
If the soil is sandy or well drained, excavation need be made only for the depth of the slab. After said excavation is made, the soil must be thoroughly tamped and wetted.
(2) 
If the soil retains water, an excavation of from 10 to 12 inches must be made and from six to eight inches of cinders placed in such excavation. Cinders must be thoroughly rammed.
B. 
All tree roots shall be removed to a depth sufficient to ensure that no injury to the sidewalk by upheaval can result from said tree roots.
The required mixture for concrete sidewalks in the Borough of West Conshohocken shall be one part cement, two parts sand and four parts stone, and such sidewalk shall be four inches in thickness, using pebbles or crushed stone graded 3/4 inch in size.
Expansion joints 1/2 inch wide shall be placed every 20 feet. If the sidewalk extends to the curb, a joint shall be placed between the curb and the walk. Expansion joints shall consist of strips of prepared material such as asphaltic felt.
A. 
Single curbs shall be built six to eight inches thick at the top and nine to 12 inches thick at the base and shall be 18 to 24 inches deep.
B. 
Curbs shall be built in sections, as in sidewalk construction, by using steel dividing plates at intervals of not more than 10 feet.
C. 
Gutters shall be not less than 18 inches in width and six inches in thickness and shall be constructed of a one-to-two-to-four mixture.
A. 
The usual length of a slab or unit in sidewalks shall be five feet, and a complete separation shall be made between successive slabs.
B. 
A slightly rough surface shall be obtained on sidewalks by floating with a wooden float.
C. 
New concrete shall be protected by covering or shall be sprinkled so as to prevent too rapid drying out.

Any person violating the provisions of this article shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
