To allow the Town to establish a Stormwater Facilities Utility Enterprise Fund and to accept the provisions of Chapter 44, Section 53F½ of the Massachusetts General Laws, in order to authorize establishment of an Enterprise Fund known as the “Stormwater Facilities Utility Enterprise Fund” for the Groton Stormwater Facilities Utility, effective in Fiscal Year 2021
