The Rockland County Legislature hereby repeals Resolution No. 599 of 1999, disbands the Rockland County Water Board and establishes a Task Force on Water Resources Management.
The Task Force shall consist of 19 members, hereinafter referred to as "the TF." All members of the TF shall be individuals who have demonstrated interest in developing a long-term sustainable water resources management plan for Rockland County and shall be jointly appointed by the County Executive and the Chair of the Legislature unless specified below.
A. 
The appointees shall be chosen as follows:
(1) 
The County Executive or his/her designee.
(2) 
The Chair of the Legislature or his/her designee.
(3) 
The Chair of the Environmental Committee.
(4) 
The Commissioner of Health or his/her designee.
(5) 
The Executive Director of the Drainage Agency or his/her designee.
(6) 
The Commissioner of Planning or his/her designee.
(7) 
The Chair of the Environmental Management Council or his/her designee.
(8) 
The Coordinator of Environmental Resources and Parks or his/her designee.
(9) 
A member of the board of commissioners of one of the Rockland County Sewer Districts who is not an elected official.
(10) 
A representative of the scientific/academic community.
(11) 
An individual recommended by the Association of Town Supervisors.
(12) 
An individual recommended by the Conference of Mayors.
(13) 
Two representatives of large water users, including:
(a) 
The Rockland County District Superintendent of Schools or his/her designee.
(b) 
A representative of a private business within Rockland County.
(14) 
A representative of the Rockland business community.
(15) 
Three representatives of the Rockland Water Coalition.
(16) 
A representative of United Water New York, or its successor companies, who shall be appointed by the General Manager of United Water New York or its successor companies or his/her designee.
All TF members shall serve without compensation from the County of Rockland and shall serve at the pleasure of those appointing them.
The Chair of the Environmental Committee shall serve as the chair of the TF; and the Vice-Chair shall be appointed from the TF membership by the County Executive.

There shall be a Coordinator, Water Resources Management Task Force, who shall be a professional planner with experience conducting technical research, designing and implementing projects, and supervising professional staff and consultants. This position shall be established by separate resolution.
Meetings of the TF shall be subject to the Open Meetings Law of the State of New York, shall follow Robert's Rules of Order (latest edition), and shall require a quorum of a simple majority for any official vote or action to be taken.
Minutes of the TF shall be taken by someone so designated for that purpose and the minutes shall be maintained at the offices of the Rockland County Department of Planning and filed in the office of the Rockland County Legislature.
The Chair of the TF shall be authorized to create subcommittees as deemed necessary and appoint members to the subcommittees, which may include interested members of the community and the region as well as TF members, that shall be confirmed by the TF.
The TF shall seek out technical advice both within and without County government as deemed necessary.
The TF shall meet as often as it deems necessary and shall periodically report on its progress to the Legislature and County Executive.
