The Common Council of the City of Oconto Falls shall designate that the City Building Inspector enforce this chapter by means of zoning compliance permits, the cost of which shall be established by the Common Council.
A. 
The Inspector shall not issue a permit for a structure or a use that is not allowed by this chapter. No structure shall be built, moved or altered, and no land use shall be substantially altered, until a zoning compliance permit has been issued, except that no permit shall be required for farm structures that are not intended to shelter humans.
B. 
Application for any zoning compliance permit shall be accompanied by a map showing the location, size and shape of the lot(s) involved and of any proposed structures, and the existing and proposed use of each structure and lot, and, in the case of residential development, the number of families expected to be accommodated.
In any district where public sewerage service is not available, the width and area of all lots shall be sufficient to permit the use of an on-site sewage disposal system designed in accordance with Ch. Comm 83 of the Wisconsin Administrative Code and the Sanitary Code of the City of Oconto Falls.[1]

Under rules established by the Common Council of the City, the Inspector may issue temporary permits of up to one year's duration.
Any person who violates this chapter shall be subject to a penalty as provided in § 1-9 of this Code. Every day of violation shall constitute a separate offense.
