There shall be a Department of Engineering,
the head of which shall be the Borough Engineer.
Under the direction and supervision of the Engineer,
the Department shall:
A.
Advise and assist the Department of Public Works and
such other departments as appropriate with respect to all engineering
matters.
B.
Prepare, or cause to be prepared, plans and specifications
for public works and improvements undertaken by the Borough, either
on force account or by public contract.
C.
Supervise the performance of contracts for public
works and certify the amounts due and payable thereunder.
D.
Provide and maintain surveys, maps, plans, specifications
and operating standards with respect to public works and facilities
owned or operated by the Borough and provide and maintain location
maps of public utility pipes, lines, wires and appurtenances in, on
or above the public streets.
E.
Maintain the Borough Tax Map in a fully correct and
current condition.
F.
Provide technical and engineering advice and assistance
to other departments and boards as needed.
A.
The Engineer shall issue certificates as to approval
of subdivisions of land in accordance with N.J.S.A. 40:55D-56, when
a land subdivision has been approved in accordance with the subdivision
ordinance of the Borough. Prior to the issuance of such certificate,
he/she shall secure from the Secretary of the Planning Board his/her
countersignature, which shall indicate that according to the records
of the Board and his/her knowledge, information and belief, the certificate
is correct.
B.
Engineer; outside practice. The Borough Engineer shall
not have an interest (other than in his/her official capacity) directly
or indirectly in any work, project or proposal requiring any Borough
approval, permit or appropriation.
There may be an Assistant Borough Engineer who
shall be appointed by the Borough Manager. The Assistant Borough Engineer
shall perform the duties of the Engineer in the absence of or at the
direction of the latter and shall also have such other functions,
powers and duties as may be prescribed by the Manager.
The Manager, with the consent of the Council,
may designate the Borough Engineer to also serve as department head
of the Department of Public Works, combining, administratively, the
Department of Engineering and the Department of Public Works. When
these departments are combined, the Department of Public Works shall
become a division of the Department of Engineering, administered by
the Superintendent of Public Works under the supervision and direction
of the Borough Engineer
