There shall be a Department of Health and Human Services, the head of which shall be the health officer or a director of health, appointed by the Manager.
Under the supervision of the aforesaid director, the Department shall:
A. 
Have all of the functions, powers and duties of a Local Board of Health under Title 26 of the Revised Statutes, except that as required by the charter, the Council shall have and exercise all local legislative powers under that title;
B. 
Plan and administer a comprehensive public health program, including, without limitation thereto, environmental sanitation, communicable disease control, child and adult health and health education, prevention and control of drug and narcotics abuse and other services as may be authorized by the charter or ordinances; and
C. 
Administer and enforce the local health ordinances.
The Health Officer or other full time official in the Department of Health and Human Services designated by the Health Officer shall serve as local Registrar of Vital Statistics and shall appoint a Deputy Registrar, pursuant to Title 26 (Chapter 8) of the Revised Statutes.

Within the Department there shall be a Health Advisory Board. The Board shall consist of five members to be appointed the Council, at least one of whom shall be a physician, and two alternate members also to be appointed by the Council. Each alternate member shall serve for a term of two years. Each member shall serve for terms of four years, except that of those first appointed, three shall be appointed for terms of two years. Vacancies shall be filled by the Council for the remainder of the unexpired term. The Board shall adopt bylaws for the conduct of its affairs, organize annually and select its Chairperson and other officer in accordance with such bylaws. The Board shall:
A. 
Advise and consult with the Health Officer with respect to public health needs and programs of the Borough.
B. 
Review and make recommendations to the Health Officer with respect to public health hazards, including drug and narcotics abuse, in and about the Borough.
C. 
Study and report on proposed health ordinances to the Health Officer, the Manager and Council and make such other reports as it may from time to time deem necessary or desirable with respect to public health matters.

The Department of Health and Human Services shall provide such services and referrals for humanitarian, social and human services as the Borough's residents require, within the constraints of the municipal budget. The Director of Health and Human Services shall consult with the Senior Citizen Center staff to coordinate Health and Human Services activities with Senior Citizen Center activities. The Director of Health and Human Services shall oversee Human Services staff, coordinate the provision of services by the Borough with those of other agencies and may add such activities as he/she feels necessary to meet the needs of citizens.
