There shall be a Department of Public Safety, the head of which shall be the Chief of Police.
The Department shall be responsible for the proper and efficient conduct of all public safety functions of the Borough government, including civil defense and disaster control. The Department shall enforce within the Borough all applicable laws and ordinances pertaining to the safety of the public at large. It shall provide such police assistance as may be necessary to any other department for its proper functioning. In particular, the Department shall:
A. 
Preserve the public peace, prevent crime, detect and arrest offenders against the penal laws and ordinances effective within the Borough.
B. 
Administer and enforce laws and ordinances to regulate, direct, control and restrict the movement of vehicular and pedestrian traffic and the use of the streets by vehicles and persons generally.
C. 
Remove all nuisances in public streets, parks and other public places, inspect and observe all places of public amusement or assemblage and all places of business requiring any state or municipal license or permit and report thereon to the appropriate department.
D. 
Operate a training program to maintain and improve the police efficiency of the members of the department.
Subject to the supervision and direction of the Manager, the Chief of Police shall organize and administer the work of the Department through divisions and bureaus, to the extent that any such organization is not inconsistent with law and the ordinances of the Borough.
Subject to the approval of the Manager, the Chief of Police shall promulgate, and from time to time revise and enforce, a manual of police discipline, practices and procedures for the better administration of the work of the Department and for the discipline and efficiency of the police force, a copy of which shall be filed with the Clerk.
The Chief of Police will recommend to the Manager disciplinary charges against any member of the Department, whenever the penalty does not involve demotion, suspension for more than five days or loss of pay for more than five days; otherwise, the Manager shall hear and determine any charge or charges filed against a member of the police force pursuant to N.J.S.A. 40A:14-147 et seq.

The rules and regulations of the Fair Lawn Police Department which are attached hereto and made a part hereof as Schedule A be and they are hereby adopted in their entirety as § 2-77.

Fire protection services shall be provided by the volunteer fire companies organized and governed pursuant to law.
First aid and rescue services shall be provided by volunteer first aid squads organized and governed pursuant to law.
There shall be a Borough Police and Fire Surgeon, who shall be appointed by the Manager. The Police and Fire Surgeon shall be called whenever the attendance of a physician is required by the police force. He/she shall also provide such other services, within the limits of available appropriations, as may be required for routine examinations under Borough personnel regulations and other official purposes.
