There shall be a Department of Tax Collections,
the head of which shall be the Tax Collector. The Tax Collector shall
serve for such term and with such tenure of office as is provided
by law.
Subject to the direction and supervision of
the Manager, the Tax Collector shall:
A. Have, perform and exercise all the functions, powers
and duties as are provided by the charter and Borough ordinances relating
to municipal Tax Collectors.
B. Receive and collect all moneys assessed or raised
by taxation or assessment for any purpose.
C. Keep a current record of all tax title liens and act
promptly as liens become subject to sale and foreclosure pursuant
to law.
D. Bill and collect water charges and sewer rentals when
and as authorized by law and ordinance.
E. Keep proper records and shall report to the Treasurer/Chief
Financial Officer all receipts and deposits made by him/her and shall
in such report account for all moneys for which he/she is responsible.
F. Serve as municipal tax search officer, pursuant to
law.
There may be an Assistant Tax Collector who
shall be appointed by the Borough Manager. The Assistant Tax Collector
shall perform the duties of the Tax Collector in the absence or upon
the direction of the latter and shall also have such other functions,
powers and duties as may be prescribed by the Manager.
All moneys received from any source by or on
behalf of the Borough or any department, board, office or agency,
except as otherwise provided by charter or municipal ordinance, shall
be paid to the Tax Collector. He/she shall, by the next ensuring bank
day after their receipt, deposit such collections to the credit of
the Borough in an authorized Borough depository to the credit of the
proper account.
