In accordance with N.J.S.A. 40:54-9, there shall be a Library Board of Trustees, consisting of seven or nine members appointed by the Mayor as provided in §
2-10.
There shall be a Borough Planning Board whose membership, powers and duties shall be as specified in Chapter
125, Land Development, and as provided by the Municipal Land Use Law (N.J.S.A. 40.55D-1 et seq.), as amended and supplemented.
There shall be a Borough Zoning Board of Adjustment whose membership, powers and duties shall be as specified in Chapter
125, Land Development, and as provided by the Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.), as amended and supplemented.
In addition to the Boards set forth above, there
may be additional bodies, boards or committees appointed by the Council,
as are provided by this section. In addition thereto, there shall
be such boards, bodies and committees as are required by law, this
Administrative Code, the existing ordinances of the Borough of Fair
Lawn or the charter or as the Council may from time to time deem appropriate.

A. Establishment. The Sustainable Fair Lawn Green Team (hereinafter
the "Green Team") be and is hereby established as an advisory committee
to the Borough's governing body.
B. Purpose. The general purposes for the Green Team shall include, but
not be limited to, the following duties:
(1)
Managing the Borough of Fair Lawn's participation in the Sustainable
Jersey program;
(2)
Encouraging the Borough's staff to pursue sustainable practices
where possible and to implement the Borough Council's economic, social,
and environmental goals;
(3)
At the direction of the Borough Council, work with existing
groups within the Borough whose actions affect economic, social, and
environmental issues in order to eliminate duplication and assure
that important tasks are addressed;
(4)
Provide suggestions for further research and action to the Borough
Council;
(5)
At the direction of the Borough Council, provide advice and
suggestions to the Borough's Planning Board, Zoning Board of Adjustment,
the Historic Preservation Commission, Department of Public Works,
the Health Department, the Open Space Committee, and the Environmental
Commission to assure that economic, social, and environmental issues
are considered in their deliberations and actions;
(6)
Manage and organize various ad hoc environmental groups within
the Borough;
(7)
Solicit and evaluate economic, social, and environmental ideas
and suggestions from the community; and
(8)
Promote the cause of sustainability within the Borough.
C. Membership; term of office.
(1)
The Borough’s governing body shall appoint members to
serve on the Borough’s Green Team. Borough residents, employees,
volunteers and property owners, and owners and operators of Borough
businesses shall be eligible for membership. The Green Team shall
elect from among its members a Chair, Vice Chair and Secretary.

(2)
The Green Team shall select Borough volunteers to work on Green
Team projects. The names of the Green Team volunteers shall be periodically
submitted to the Borough Administrator.
(3)
A designated member of the Borough's governing body and the
Borough Administrator may serve as ex officio members of the Green
Team. Ex officio members shall not vote.
(4)
Appointed members of the Green Team shall each serve for two-year
terms, subject to renewal of appointments at the sole discretion of
the governing body. The Borough's governing body may remove any member
of the Green Team for cause.
D. Meetings. The Green Team shall convene and meet at least once a month.
The Chair shall preside over the meetings. Additional meetings of
the Green Team may be scheduled by the Chair at his/her discretion.
The Green Team's reports, proposals, and minutes shall be submitted
to the Borough Council for review and consideration.

A. Establishment. The Property Maintenance and Community Beautification
Committee (the "Committee") be and is hereby established as an advisory
committee to the Borough's governing body.
B. Purpose. The general purposes of the Committee shall include, but
not be limited to, the following:
(1)
Monitor the effectiveness of the Borough's Property Maintenance Code, Chapter
170, of the Revised General Ordinances of the Borough of Fair Lawn;
(2)
Recommend to the Mayor and Council appropriate amendments to the Property Maintenance Code, Chapter
170, of the Revised General Ordinances of the Borough of Fair Lawn;
(3)
Make recommendations concerning the abatement of any and all
unsightly property conditions;
(4)
Make recommendations to the Mayor and Council regarding suggested
projects to enhance Borough aesthetics and the quality of life;
(5)
At the direction of the Borough Council, work with existing
organizations within the Borough to encourage hands-on activities
for upgrade, maintenance and beautification projects;
(6)
At the direction of the Borough Council, consult with the Department
of Public Works and the Recreation Department concerning specific
recommendations to be made to the Mayor and Council to upgrade and
beautify Borough property;
(7)
Make recommendations concerning acquisition and use of property
within the Borough of Fair Lawn in order to maintain, improve, and
protect the beauty of the community;
(8)
Solicit and evaluate ideas and suggestions from the community
regarding property maintenance and community beautification;
(9)
Make an annual report to the Mayor and Council detailing all
of the Committee's activities in the preceding year; and
(10)
Any and all other duties and/or powers that may be delegated
to the Committee by the Mayor and Council.
C. Membership; term of office.
(1)
The Committee shall be composed of Borough residents, business
owners and professionals located within the Borough, a representative
of the Borough Council, the Borough Manager or his designee, representatives
of Borough fraternal and service clubs, members of the Borough of
Fair Lawn Environmental Commission, and such other additional members
from inside and outside the community, who have particular expertise
in the area of property maintenance and community beautification as,
from time to time, shall be appointed by the Mayor and Council.
(2)
The Committee shall elect from among its members a Chair, Vice
Chair, and Secretary at its annual organization meeting. The first
organization meeting shall be held within the first 60 days of the
Committee's formation, and annually thereafter within the first 30
days of January.
(3)
All Committee members shall serve without compensation.
(4)
The Committee shall select Borough volunteers to work on Committee
projects. The names of the Committee volunteers shall be periodically
submitted to the Borough Manager.
(5)
A designated member of the Borough's governing body and the
Borough Manager may serve as ex officio members of the Committee.
Ex officio members shall not vote.
(6)
Appointed members of the Committee shall each serve for a one-year
term, subject to renewal of appointments at the sole discretion of
the governing body. The members of the Committee shall serve at the
will and pleasure of the governing body.
D. Rules of procedure. The Committee may, in its discretion, adopt rules
of procedure governing the conduct of its meetings and activities.
E. Meetings. The Committee shall convene and meet on a regular basis.
The Chair shall preside over the meetings. Additional meetings of
the Committee may be scheduled by the Chair at his/her discretion.
Committee reports, proposals, and minutes shall be submitted to the
Borough Council for review and consideration.
The Manager shall provide staff services by
full time municipal employees for the aforesaid boards, bodies, committees
and advisory agencies. Such staff, where possible, shall be taken
from the department most closely aligned with the function of that
board, body or committee.

A. There
is hereby established in the Borough of Fair Lawn a Community Relations
Advisory Committee to promote ethnic and cultural harmony, recognize
and celebrate the community’s diversity, and create and foster
educational, cultural and community programming and practices that
make our community more egalitarian, welcoming, inclusive, safe and
productive for all Borough residents, local businesses, visitors and
surrounding communities.
B. The initial
membership of the Committee shall consist of nine members who shall
represent a cross section of the community, as appointed by the governing
body, and who shall serve without compensation. The governing body
shall select other individuals and increase the membership of the
Committee from time to time as deemed reasonable and necessary.
C. The Committee
shall select from among its members a Chair, Vice Chair and Secretary.
Appointed members of the Committee shall each serve for a one-year
term, subject to renewal of appointments at the sole discretion of
the governing body.
D. The Committee
shall convene and meet on a regular basis, but not less than once
per month. The Chair shall preside over the meetings. Additional meetings
of the Committee may be scheduled by the Chair at his/her discretion.
Committee reports, proposals, and minutes shall be submitted to the
Borough Council for review and consideration.
E. A member
of the Council, appointed by it, shall serve as liaison to the Committee.

A. There
is hereby established in the Borough of Fair Lawn an Aging Friendly
Steering Committee to assist in the conducting of a community assessment
of its land use plans, regulations and physical characteristics to
evaluate the extent to which the Borough meets the needs of older
adults and to provide recommendations for strategies and actions the
Borough could undertake to enhance its aging-friendly characteristics.
B. The initial
membership of the Committee shall consist of up to 10 members as appointed
by the governing body. The governing body shall select other individuals
and increase the membership of the Committee from time to time as
deemed reasonable and necessary.
C. The Committee
shall select from among its members a Chair, Vice Chair and Secretary.
Appointed members of the Committee shall each serve for a one-year
term, subject to renewal of appointments at the sole discretion of
the governing body.
D. The Committee
shall convene and meet on a regular basis, but not less than once
every three months. The Chair shall preside over the meetings. Additional
meetings of the Committee may be scheduled by the Chair at his/her
discretion. Committee reports, proposals, and minutes shall be submitted
to the Borough Council for review and consideration.
E. A member
of the Council, appointed by it, shall serve as liaison to the Committee.

A. Purpose. There is hereby established in the Borough of Fair Lawn
a Pedestrian Safety Advisory Board to serve as a volunteer advisory
board to the Mayor and Council with regard to issues affecting pedestrian
safety within the Borough.
B. Membership. The Pedestrian Safety Advisory Board shall be comprised
of the following nine members, each of whom shall be appointed by
the Council:
(1)
A representative of the Board of Education;
(2)
The Borough Manager or his/her designee;
(4)
The Chief of Police or his/her designee; and
(5)
Five Borough residents, except that the number of residents
may be increased at the discretion of the governing body.
C. Term. All members of the Pedestrian Safety Advisory Board shall serve
for a term of two years. Any vacancy shall be filled for the remainder
of the unexpired term only.
D. Organization. The Pedestrian Safety Advisory Board may adopt bylaws
to govern its general operation; provided, however, that the bylaws
shall be subject to approval by resolution of the Mayor and Council.
E. Meetings. The Pedestrian Safety Advisory Board shall meet at least
quarterly. Minutes of each meeting of the Board shall be taken.
F. Functions. The functions of the Pedestrian Safety Advisory Board
shall be as follows:
(1)
Investigation and analysis of issues affecting pedestrian safety
within the Borough;
(2)
Recommendations to the Mayor and Council regarding initiatives
and policies designed to enhance pedestrian safety;
(3)
Participation, when authorized by the Mayor and Council, in
appropriate regional pedestrian-safety activities; and
(4)
Annual report to the Mayor and Council to be presented at a
public meeting thereof, regarding the Board's activities and initiatives.
G. A member of the Council, appointed by it, shall serve as liaison
to the Committee.

A. There
is hereby established in the Borough of Fair Lawn the Fair Lawn Community
Garden Committee to promote and maintain community garden space within
the Borough to foster the health, vitality and civic pride of its
residents.
B. The Committee
shall consist of eight (8) members, appointed by the Mayor and Council,
for a term of one year commencing on January 1 and terminating on
December 31 of each year. In the event of a vacancy, the Council shall
appoint a resident to serve for the balance of the unexpired term.
C. A member
of the Council, appointed by it, shall serve as liaison to the Committee.
D. The Fair
Lawn Community Garden Committee may adopt bylaws consistent with Borough
policies.
