A minimum of three years in rank of patrol officer
and one year in rank of Sergeant or high rank of continuous honorable
and efficient service will be required in order for a candidate to
be eligible to compete in a promotional examination or to be considered
for promotion to a higher grade or rank from an established eligibility
list.
No member shall be eligible for admittance to
a promotional examination whenever his/her relative efficiency rating
has been unsatisfactory over three consecutive rating periods. Each
member of the force shall be rated twice each year in accordance with
a semiannual efficiency rating program to be established by the Chief
of Police and approved by the Borough Manager and Department of Civil
Service, the criteria of which shall be attached to and made a part
of the rules and regulations of the Police Department.
Satisfactory attendance and completion of all
police training programs, shall also be among the prerequisites for
a member to become eligible for a promotion within the Police Department.
