A. 
The Chief of Police is authorized and empowered to arrange for training and instruction not to exceed 120 hours per year, which training and instruction may, at the discretion of the Chief of Police, be required of the members of the Department either during their regular tour of duty or during off-duty periods. However, the members of the Police Department shall be entitled to receive compensation at straight time during the training and instruction periods conducted during their off-duty periods in excess of 20 hours of off-duty time per year, it being the intention hereof that each member of the Police Department shall only be required to give a maximum of 20 hours per year of off-duty time without compensation for training and instruction program. Training and instruction on uncompensated time as herein provided shall not be required of a member during vacation periods, days off, sick leave, or during such period when any member has been relieved from duty for valid reasons excepting however, when such training and instruction is required during such designated times by county, state or federal authorities.

The within provisions limiting the members of the Police Department to 20 hours of uncompensated training time during off duty periods shall not apply to additional pistol training required of any member in order to qualify for F.B.I. Practical Pistol Course as hereinafter provided in § 33-24. The training and instruction program shall include specialized training and means of testing and rating the members of the Police Department on the subjects of criminal laws, Borough ordinances, civic, rules and regulations of the Department, deportment, discipline, evidence and its proper presentation observation, the law of arrest, use of force, humane handling of prisoners, duties at parades, public functions, riots, etc., precautions at the scene of a crime, report writing, hygiene, first aid to the injured, military courtesy and drill, firearms and target practice, and such other subjects as may be prescribed by the Chief of Police or the Borough Manager.
Members of the Department ordered to attend any state recognized police academy, or other police school recognized by the Borough Council or school for training and instruction, shall be on time for all sessions, observe all rules and regulations and shall obey and respect the officer in charge and his/her assistants and shall give strict attention to such training instructions and shall prepare notes in writing.
Members assigned to training programs or police schools shall be governed under the provisions of hours of employment and wages as hereinbefore set forth in §§ 33-15, 33-17 and 33-21 and shall further receive such out of pocket expenses as authorized by the Chief of Police with the approval of the Borough Manager. Such training shall be considered a necessary part of the member's responsibilities and obligation to the Department and the community, and no compensatory times shall accrue to the members of the Department.
Members of the Department may attend any or all police pistol training dates as scheduled and shall utilize the police pistol range in accordance with the policy set forth by the Chief of Police. Each member of the Department shall be required to qualify once each quarter (four times per year) on a course of fire accepted by the New Jersey Police Training Commission, and as prescribed by the Chief of Police, and must obtain a score of 70% or more. Any member of the Department who fails to attain a score of 70% in any quarterly qualification shall be required to qualify by obtaining a grade of 70% within 60 days from the date on which he/she fails to so qualify. Any member of the Department who fails to meet the requirements of this section will be relieved of his/her weapon and shall be disqualified from performing any police duties requiring the carrying of arms. Any member of the Department having failed to qualify and being relieved of general police duties requiring the carrying of arms may be reassigned to administrative duties within the Police Department, if such duty is available. In the event no such duty shall be available, he/she shall be dismissed from the police force or placed on sick leave or disability leave, as applicable.
