A Bureau of Fire Prevention of the Borough of
Fort Lee is hereby established.
Within the Bureau of Fire Prevention is hereby
created the office of Chief Combustible Inspector. The Bureau of Fire
Prevention shall consist of a Fire Prevention Advisory Committee,
the Chief Combustible Inspector, a secretary and such additional employees
to assist the Chief Combustible Inspector as the Mayor and Council
may deem necessary.
The Chief Combustible Inspector of the Bureau
of Fire Prevention of the Borough shall be appointed by the Mayor
with the approval of the Council. The Chief Combustible Inspector
shall at all times be responsible to the Mayor and Council and shall
also act and operate in coordination with the Fire Department of Fort
Lee.
The office of Chief Combustible Inspector of
the Bureau of Fire Prevention all be considered a full time employment,
eight hours a day, 40 hours a week, excluding legal holidays as defined
by the Mayor and Council, excluding vacations as per schedule. The
Chief Combustible Inspector shall be in the office approximately two
hours (9:00 a.m. to 11:00 a.m.) a day and shall inspect and perform
the other necessary functions outside of the office for approximately
six hours a day. The Chief Combustible Inspector must set his hours
so that they can be as uniform as possible. The annual salary payable
to the Chief Combustible Inspector and all other inspectors shall
be as set forth in the salary ordinance of the Borough. All combustible
inspectors shall also be required to wear a full regulation fire uniform
and a summer uniform at all times during his hours of employment.
There is hereby created a Fire Prevention Advisory
Committee to serve in advising the Chief of the Fire Department and
the Chief Combustible Inspector in matters concerning the Fire Prevention
Code. The Fire Prevention Advisory Committee shall be appointed by
the Chief of the Fire Department to serve their terms during good
behavior and satisfactory services and shall not be removed from office
except by written order by the Fire Chief showing cause. The Fire
Prevention Advisory Committee shall consist of two active ex-Chiefs
from each of the four districts in the Borough, thus totaling eight
members who shall be appointed by the Chief of the Fire Department.
The term of the two members from each fire district shall be as follows:
One to serve for one year; one to serve for two years. No active officer
of the Fire Department shall be appointed as a member of the Fire
Prevention Advisory Committee; provided, however, that in the event
that there are not sufficient active ex-Chiefs to serve as members
of the Fire Prevention Advisory Committee, then, in that event, there
shall be appointed in their place and stead the highest ranking active
officer of the particular fire district.
There is hereby established a Secretary to the
Chief Combustible Inspector of the Bureau of Fire Prevention. The
Secretary shall be appointed by the Mayor and with confirmation by
the Council. The duties of the Secretary shall be as follows:
A. To issue applications and permits after approval of
the Chief Combustible Inspector.
B. To perform all those other functions as may be deemed
necessary by the Chief and the Chief Combustible Inspector for the
purposes of the bureau of the fire prevention.
The office of the Secretary of the Bureau of
Fire Prevention shall open from 9:00 a.m. to 11:00 a.m. daily, except
legal holidays and weekends, and such other hours as designated by
resolution of Mayor and Council.
Nothing herein contained shall operate to prevent
the Chief Combustible Inspector of the Bureau of Fire Prevention from
making any inspection herein referred to.
It is hereby declared by the Mayor and Council
of the Borough that the provisions of this chapter and the codes adopted
hereunder shall be prospective and shall relate to buildings erected,
constructed or materially altered after July 7, 1971, and in no way
shall the provisions of this chapter be deemed or considered retroactive.
Anything to the contrary herein notwithstanding,
the provisions of this chapter shall not be construed to alter or
otherwise affect the provisions of the Zoning Code of the Borough
or any amendments or supplements thereto.
