The Town/Village of East Rochester, New York, has the power and authority to approve plats for subdivisions within its corporate limits by virtue of this chapter adopted by the Town/Village Board of Trustees on the 10th day of November 1982, pursuant to the provisions of §§ 7-728, 7-730 and 7-732 of the Village Law, as amended.
A. 
No subdivision of any lot, tract or parcel of land shall be effected and no street, sanitary sewer, storm sewer, water main or other facilities in connection therewith shall be laid out, constructed, opened or dedicated for public use and travel or the common use of occupants of buildings abutting thereon, except in strict accordance with the provisions of this chapter and design criteria and construction specifications.
B. 
All plats for subdivisions or site plans shall be submitted to the Zoning Board of Appeals and approved by it before they shall be recorded.

C. 
The provisions contained herein shall apply to all land within the limits of the Town/Village of East Rochester.
This chapter has been adopted in order to create conditions favorable to the health, safety, morals and general welfare of the citizens of the Town/Village of East Rochester through the provision of regulations that will ensure the harmonious development of the community.

These regulations shall be known and may be cited as the "Subdivision or Site Regulations of the Town/Village of East Rochester."
