Minimum improvements and construction standards
required of all subdivisions and/or site plans shall be as set forth
in this chapter and the design criteria and construction specifications
adopted by the Town/Village Board of Trustees. Where not set forth,
they shall be in accordance with the prevailing standards as established
by the Town/Village Board upon advice of the Zoning Board of Appeals
and the Town/Village Engineer. Alternate improvement standards may
be permitted if the Board deems them equal or superior in performance
characteristics to the specified improvements. Additional or high-type
improvements may be required in specific cases where the Board believes
it necessary to create conditions essential to the health, safety,
morals and general welfare of the citizens of the Town/Village of
East Rochester. All improvements and facilities, including but not
limited to water, sewer, streets and sidewalks, shall be installed
at the expense of the subdivider.
Where public water supply, in the opinion of
the Board, is reasonably accessible, the subdivision shall be provided
with a complete water distribution system, including a connection
for each lot and appropriately spaced fire hydrants. The water supply
system shall be reviewed by the Superintendent of Public Works and
the Town/Village Engineer.
Where the public sanitary sewer system, in the
opinion of the Board, is reasonably accessible, sanitary sewers shall
be installed to adequately serve all lots with connections to the
public system.

Storm sewers shall be installed in accordance
with the design criteria and construction specifications to provide
adequate drainage for the subdivision and/or site plan.
