A. The owner or owners, occupant or occupants, or tenant
or tenants of premises abutting or bordering upon any street in the
Township of Hanover shall remove all snow and ice from the abutting
sidewalks of such streets or, in the case of ice which may be so frozen
as to make removal impracticable, shall cause the same to be thoroughly
covered with sand or ashes within 12 hours of daylight after the same
shall fall or be formed thereon.
B. In case the building is occupied by more than one
family or business unit, then the tenant or occupant of the first
floor or story thereof is hereby required to remove all snow and ice
from such portion of the sidewalks or, in the case of ice which it
is impracticable to remove, cover the same with sand or ashes within
12 hours of daylight after the same shall be formed or fall thereon.
C. Handicapped parking spaces. No person, firm, corporation
or partnership or the owner, tenant, lessee or occupant of any premises
having parking spaces reserved for handicapped drivers or any contractor
employed for the removal of snow and ice shall block access to parking
spaces reserved for handicapped drivers by the plowing, piling or
placement of snow and ice in such reserved spaces.

No person, firm or corporation or the owner,
tenant or occupant of any premises abutting on any street shall throw,
place or deposit any snow or ice into or upon any street in said Township,
it being the intent and purpose of this provision to prohibit all
persons from throwing, casting, placing or depositing snow and ice,
which accumulated within the private property belonging to said person,
upon the sidewalks or streets of the Township of Hanover.

Any person, firm or corporation violating any
of the provisions of this chapter shall, upon conviction thereof,
be fined not exceeding $1,000 or imprisoned for a period not exceeding
90 days, or both, and each and every day in which said violation exists
shall constitute a separate violation.
This chapter is adopted pursuant to the authority
conferred by N.J.S.A. 40:65-12.

The following appointed officials and/or their designees are hereby authorized to issue warning notices and/or summonses if the owner or tenant of a property abutting sidewalks on streets within the Township of Hanover violates any provisions of Chapter
237 of the Code of the Township by failing to remove ice and/or snow following the end of a storm:
A. The Superintendent of the Public Works, Buildings and Grounds and
Park Maintenance Department and/or his/her designees;
B. The Chief of the Police Department and/or his/her designees;
C. The Property Maintenance Officer and/or his/her designees in the
Building Department; and
D. The Business Administrator/Township Clerk and/or his/her designees
in the Department of Administration.
