The disturbing or tearing up of any Township
street or public way by the locking of wheels of any vehicle or by
attaching a drag or other mechanism to the same likely to cause injury
to the Township street or public way is hereby prohibited.
The filling of gutters along any Township street
or public way by dirt, fill, snow, ice, earth or other materials is
hereby prohibited, irrespective of the manner or distance by which
said dirt, fill, snow, ice, earth or other materials shall travel
before reaching the Township street or public way.
No person, firm or corporation shall place,
cause to be placed or suffer to be placed any earth, dirt, stones,
snow, ice or other foreign materials or articles upon any Township
street or public way, except in pursuance of approved construction
or repair or other work being done pursuant to law.
No person, firm or corporation shall do or cause
to be done any act, including the construction of buildings, grading,
plowing, landscaping or other act, which shall cause or result in
the accumulation of dirt, silt, earth, snow, ice or other materials
upon any Township street or public way or in any storm drain, gutter
or culvert.

A. No person or corporation shall transport on or over
any of the roads in the Township of Hanover in the County of Morris
in any wagon, truck or other vehicle any wastepaper or other similar
light material unless said paper or material is properly and securely
covered by canvass or other similar and equal covering sufficient
to prevent any of said wastepaper or material from falling therefrom.
In case any such paper or other material being so transported shall
fall from any such wagon, truck or other vehicle, the driver thereof
shall immediately pick up and replace the same.
B. The body area and floor surface of all empty or unloaded
trucks or other commercial vehicles must be properly cleaned and free
from any scrap paper, scrap rubber, dirt, dust, garbage and any other
small particles or pieces of refuse that might fall therefrom while
traversing the roads in the Township of Hanover, Morris County, New
Jersey.

Any person, firm or corporation who shall violate
any provision of this article shall, upon conviction thereof, be subject
to a fine not exceeding $1,000 or to imprisonment for a period of
not exceeding 90 days, or both, for each day of violation hereof.

This article shall be enforced by the Police
Department.
