Editor's Note: The Sunrise at Hanover Condominium Association has filed a written consent with the Township of Hanover requesting that the provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey 39:4-197, be made applicable to the semipublic roads, streets, driveways and parking lots at the Sunrise At Hanover Condominium Development.
All vehicles must park in designated areas only and between the lines provided.

A. 
The owners of condominium units located in the affordable condominium buildings, designated as Buildings 1, 2 and 3, shall park their vehicles in assigned parking spaces, and between the lines provided. In order to implement this program, the Sunrise at Hanover Condominium Association shall provide each affordable unit homeowner with not more than two decals and/or rear view mirror parking permit tags which shall contain, on the decals or tags, the one parking space number assigned to the affordable condominium homeowner.
B. 
The affordable condominium homeowner shall be required to display the decal in the rear window of the vehicle or the parking permit tag on the rear view mirror in the front of the vehicle. In the event that the police find a vehicle parked in a parking space assigned to an affordable condominium unit homeowner and the vehicle does not display a decal or rear view mirror parking permit tag disclosing that it is assigned to the parking space in which it is parked, the police shall issue a summons for illegal parking and/or have the vehicle towed and stored at the owner's expense.
C. 
Whenever an affordable condominium unit located in Buildings 1, 2 or 3 is resold, it shall be the responsibility of the Sunrise at Hanover Condominium Association to reclaim the parking permit tag(s) from the seller and reissue them to the new purchaser for his/her use.

The Sunrise at Hanover Condominium Association shall be responsible for posting advisory signs at the entrances to each of the affordable condominium building parking lots, designated as Lots 1, 2 and 3, for the purpose of advising the public of the permit parking and assigned parking space requirements for homeowners residing in Affordable Condominium Buildings 1, 2 and 3.
All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with R7-8 (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

A.

Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
No person shall park a vehicle at any time upon any of the streets or parts of streets described:

All signs, posts or other necessary materials shall be installed and paid for by the applicant, K. Hovnanian at Hanover, Inc. Work shall be checked by the Police Department to ensure installations meet state and federal specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this article or any supplement thereto shall be liable to a penalty of not more than $200 or imprisonment for a term not exceeding 15 days, or both.
If any part of this article is for any reason held to be invalid, such decision shall not affect the validity of the remaining portion of the article.
