Whatever is dangerous to human health or whatever
renders the ground, water, air or food a hazard or injury to human
health or which causes foul, offensive, gaseous or nauseating odors
is hereby declared to be a nuisance.
No person. firm or corporation shall cause or
aid in causing the deposit or accumulation of any decaying or putrescible
animal or vegetable matter or other offensive matter which may become
hazardous to health or, by reason of offensive odors, a source of
discomfort to persons living or passing the vicinity thereof.
No person, firm or corporation shall engage
in the processing of any animal, vegetable, mineral or other matter
which shall emit into the open air foul, offensive, gaseous or nauseating
odors which may become hazardous to the health or, by reason thereof,
cause a discomfort to persons living or passing in the vicinity thereof.

Any person, firm or corporation violating any
provisions of this chapter shall, upon conviction thereof, be subject
to a penalty not exceeding $500, and each day during which a violation
of this chapter is allowed or does not exist shall constitute a separate
and distinct offense unless an extension of time is allowed by the
Board of Health or its authorized agent.
