Pursuant to the terms of N.J.S.A. 26:3-9, the provisions of Title 26, Chapter
3, Article 1, Subdivision B, of the Revised Statutes of New Jersey, are hereby adopted, and, in accordance therewith, there is hereby established in and for the Township of Holland, in the County of Hunterdon, New Jersey, a local Board of Health composed of seven members to be appointed in accordance with the terms of this chapter.

Each member of the Board of Health shall be
a resident of the Township of Holland. The membership shall be in
two classes:
A. Class I shall consist of a member of the Township
governing body appointed by said governing body to serve for a term
of one year. A vacancy in the office of such member shall exist if
the person so appointed shall cease, during the aforesaid one-year
term, to be a member of the Township governing body. Such vacancy
shall be filled by the governing body for the unexpired portion of
the term.
B. Class II shall consist of six persons, none of whom
are members of the Township governing body, appointed by said governing
body, and each to serve for a term of four years and until his successor
is appointed; provided, however, that in making any appointments under
this chapter because of an enlargement of the membership of this class
from four to six members, the first appointments shall be made so
that the term of one additional member shall expire on December 31,
1989, and the other shall expire on December 31, 1991, and thereafter,
at the expiration of said terms, all appointments to said class shall
be for a four-year period. Any vacancy in the office of such member
shall be filled by the governing body for the unexpired portion of
the term.
C. In accordance with an ordinance of the Board of Health, and as permitted by statute, there is also hereby established
one alternate member. In accordance with N.J.S.A. 26: 3-3, such alternate
member shall hold a term of two years and be appointed by the governing
body of this Township.

Any member of the Board of Health may be removed
from office for cause after an opportunity for a hearing has been
given such member and upon the vote of a majority of the members of
the governing body. "Cause" shall be deemed to include, but not be
limited to, absence by a member, without reasonable excuse and prior
notice thereof to the Chairman, from three consecutive regular or
special meetings or absence, without reasonable excuse and prior notice
thereof to the Chairman, from three regular or special meetings within
any six-month period.
The Board of Health herein established shall
first meet and organize within 15 days following the final adoption
and publication of this chapter and thereafter shall organize annually
on or before January 15 in each year. It shall elect a Chairman and
Vice Chairman from among its members and shall appoint a Secretary
who need not be a member of the board, who shall serve at the pleasure
of the Board.
The Board of Health shall adopt such rules and
regulations as it may deem necessary or proper to govern its procedure
and shall meet regularly, at least once a year, for the hearing of
complaints, reports and general business.
The Board of Health herein established shall
have and perform all of the powers, rights, duties and obligations
applicable to a local Board of Health as provided by law and shall
administer and enforce all health ordinances, rules and regulations
of the Township of Holland now in effect or hereafter adopted.
Nothing herein contained shall be deemed or
construed to repeal any ordinance, rule or regulation heretofore adopted
or promulgated by the Township Committee or any former Board of Health
of the Township of Holland.
