A. 
The Chief Financial Officer shall present, monthly and biweekly to the governing body for approval, warrants drawn to the order of the Township of Lopatcong payroll account as follows:

(1) 
In advance for all employees whose salaries are on a monthly, biweekly or per-session basis when such salaries are due and payable prior to the next regular meeting of the governing body.
(2) 
In advance for all employees whose compensation is on an hourly basis when the compensation has been approved by the governing body and has been certified to the Chief Financial Officer.
B. 
There shall be a payroll account to be designated the "Township of Lopatcong Payroll Account," and from time to time the Chief Financial Officer, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of the payroll account charging the appropriate budgetary accounts therewith. The Chief Financial Officer shall thereafter draw checks on said payroll account to the employees entitled to payment therefrom.

C. 
At each regular meeting of the governing body, the Chief Financial Officer shall submit for approval or ratification, as the same may be, the necessary payrolls for the amount due the several officers and employees for compensation. The payroll shall be considered by the governing body in due course and approved if found to be correct.

D. 
In case of error or adjustment in the payroll, the Chief Financial Officer shall, and it shall be his duty to, see that such error or adjustment is properly corrected and appropriate record made thereof.

E. 
Such officers as may be designated by the governing body are hereby authorized to sign warrants drawn in favor of the payroll account upon due notice that the appropriate payrolls have been approved by the governing body and by the proper certifying authorities, which certifying authorities and governing body shall be those designated in resolutions adopted from time to time by said governing body.
The rate of compensation for each officer and employee of the Township of Lopatcong shall be established, from time to time, by such ordinances as shall be adopted by the governing body relative thereto, independently hereof.[1]

All full-time employees and elected public officials who receive compensation from the Township of Lopatcong are mandated to have direct deposit of their compensation as of June 1, 2016 in accordance with Chapter 28 P.L. 2013, as defined under N.J.S.A. 52:14-15f(b).
Seasonal and temporary employees who are employed by the Township of Lopatcong are exempt from the direct deposit mandate.
Municipal employees may request, in writing, an exemption from the direct deposit mandate to the Township of Lopatcong Administrator. Such requests will be presented to the Township Committee at the next regularly scheduled meeting of the Township Committee after the request is received by the Administrator. The Township Committee may grant such an exemption by resolution and for good cause.
