Quorum requirements. The Boards shall, by their rules,
fix the time and place for holding regular meetings for the conduct
of business. Regular meetings of such Boards shall be scheduled not
less than once a month and shall be held as scheduled unless cancelled
for lack of applications to process. The Board may provide for special
meetings at the call of the Chairman or on the request of any two
members of the Board, which shall be held on notice to its members
and the public in accord with the provisions of the Open Public Meetings
Act, P.L 1975, c. 231, and agency regulations. No action shall be taken at any
meeting without a quorum being present. All actions shall be taken
by a majority vote of a quorum except as otherwise provided in the
Municipal Land Use Law.
