This article shall be applicable to all violations of the Code which occur after the effective date of this article.
A. 
Except where another penalty is specifically provided in this chapter for a violation, each violation of the Village Code shall be punishable by a fine of not more than $1,000 nor less than $500, or imprisonment for a period not to exceed 15 days, or by both such fine and imprisonment.
B. 
In addition to any penalty provided in this chapter, any person who commits a violation of the Village Code shall be subject to any civil action authorized by law. Any person convicted of a violation in the Village Justice Court may be required in an appropriate case to make restitution to any person caused damages by such violation in addition to any other penalty imposed by such Court. Where a violation has resulted in a change of condition to any property, the person found guilty of such violation may be required to restore such property to its condition prior to such violation, in addition to any other punishment provided by law.
A. 
Any violation of a provision of the Code which regulates or prohibits removal of a tree without a required permit shall be subject to punishment by a fine of not less than $1,000 and not more than $2,500 for the first tree unlawfully removed.
B. 
Any such violation which involves removal of more than one tree, but no more than five trees, shall be punishable by a fine of not less than $10,000 and not more than $25,000.
C. 
Any such violation which involves removal of more than five trees shall be punishable by a fine of not less than $25,000 and no more than $100,000.
D. 
Where any violation involves removal of any tree with a circumference of 60 inches or more at a point three feet above grade, such violation shall be punishable by a fine four times the amount otherwise applicable.
E. 
In addition to any fine imposed as provided in this article, a person found to have unlawfully removed one or more trees may be required to restore each such unlawfully removed tree with a tree of the same type and circumference, or as otherwise determined by the Board of Trustees, within three months of the determination of a violation, and to maintain each such restored tree for a period of five years thereafter. Failure to comply with an order to restore one or more trees, or to maintain any such restored tree for the said period of five years shall be a separate violation, and shall be punishable by a fine of not less than $50,000 and not more than $100,000.
F. 
Any person found to have unlawfully removed one or more trees shall be prohibited from obtaining a tree removal permit for a period of five years from the date of such determination of violation, except where removal is required for an imminent threat to safety.
A. 
Any person who demolishes or causes or authorizes the demolition of a principal dwelling, or any portion thereof, without a required permit, shall be subject to a fine of not less than $100,000 and not more than $250,000.
B. 
Any person who demolishes or causes or authorizes the demolition of a building or structure other than a principal dwelling, or any portion thereof, without a required permit, shall be subject to a fine of not less than $10,000 and not more than $100,000.
C. 
Any person who performs or authorizes construction with respect to a principal dwelling without a required permit shall be subject to a fine of not less than $1,000 nor more than $2,500 for the first such violation committed within any period of two years, and, for any subsequent such violation committed within such two-year period shall be subject to a fine of not less than $2,500 nor more than $10,000.
D. 
Any person who performs or authorizes construction with respect to any building or structure other than a principal dwelling without a required permit shall be subject to a fine of not less than $500 nor more than $1,500, for the first such violation committed within any period of two years, and, for any subsequent such violation committed within such two-year period shall be subject to a fine of not less than $1,500 and not more than $5,000.
Any person who commits a violation of any provision of the Code relating to the peace and quiet of the Village, including but not limited to noise, nuisance, recycling, garbage removal, garage sales, peddling, exterior lighting and trash shall be subject to a fine of not less than $250 nor more than $1,000 for the first such violation committed within a period of two years and, for each subsequent such violation committed within such two-year period, shall be subject to a fine of not less than $1,000 nor more than $5,000.

Any person who commits a violation of any provision of the Code with respect to erection and/or maintenance of a sign without a required permit shall be subject to a fine of not less than $100 and not more than $500 for the first such violation and, for each subsequent violation committed within a period of two years thereafter, shall be subject to a fine of not less than $750 and not more than $1,500.
B. 
Any person who commits a violation of any provision of the Code with respect to erection and/or maintenance of a sign which is prohibited and for which no permit can be obtained shall be subject to a fine of not less than $1,500 nor more than $5,000.
C. 
Any person who commits a violation of any provision of the Code with respect to erection and/or maintenance of a sign, where such violation involves attachment of a sign to a tree or to any public property, shall be subject to a fine in an amount $1,000 greater than the fine otherwise provided by this section for such violation.
Each consecutive day on which any violation of any provision of the Code continues shall constitute a separate violation for the purposes of enforcement and punishment, but shall not constitute a subsequent violation for purposes of an enhanced fine.
An appearance ticket, or a cease-and-desist order, with respect to any violation of any statute, local law, ordinance, rule or regulation relating to parking, licensing of occupations or businesses, fire prevention and safety, health and sanitation, and building, zoning and planning may be issued by any person holding any of the following offices or positions in the Village:

Code Official.
C. 
Village Clerk.
D. 
Deputy Village Clerk.
E. 
Village Engineer.
F. 
Police Chief or police officer.
G. 
Peace officer.
